NTPC-REL Launches Tender For 1200 MW Hybrid Project Across India

NTPC Renewable Energy Limited (REL) has invited bids for the development of a 225MW grid-connected solar PV project at Gujarat State Electricity Corporation Limited (GSECL) solar park (Stage-III), at Khavda.

NTPC-REL invited online bids from eligible bidders on a single-stage two-envelope (i.e. Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid) basis.

The tender includes the supply of solar PV modules, design, and construction of foundation & erection of tracker-based module mounting structure (MMS) for SPV panels. It includes fixing PV Modules on MMS (Tracker-based) and PV Modules interconnection, arranging power supply and water supply for construction purposes.

The document stated, “Power evacuation in the scope of the package is to be up to 33kV pooling switchgear at 400kV/33kV park pooling substation of SPPD. 33kV park pool pooling switchgear is not in the scope of the contract, however, supply and installation of energy meters at 400 KV side and 33 KV side at SPPD PSS shall be in the scope of the bidder.”

The project also includes, “Laying and termination of HT Cables (including supply) from solar blocks to 33kV Park Pooling substation as per specification. Module cleaning system including supply and installation of all accessories. Construction of internal roads, pathways, construction of Drainage system as per General Layout and Topography, project boundary fencing and any internal/temporary fencing, security cabin, etc.”

The period of Downloading of Bidding Documents is from 21.05.2024 to 31.05.2024 up to 17:00 HRS

Last Date and Time for receipt of bids comprising both Techno-Commercial Bid and Price Bid – 25.06.2024 15:00

Cost of Bidding Documents in Rs 22,500.

All bids must be accompanied by Bid Security for an amount of INR. 10 Crore (INR Ten Crore only) in the form as stipulated in the Bidding Documents.

Additionally, “The bidder is expected to have designed, supplied, erected/ supervised erection and commissioned/ supervised commissioning of Solar Photo Voltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must have been in successful operation for at least six months before the date of the techno-commercial bid opening.”

The document stated, “The Bidder should be a developer of Solar Photo Voltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10 MWp or higher capacity.”

FINANCIAL CRITERIA

The Bidder should have executed in the last 10 years an industrial project either as developer or as EPC Contractor in the area of power/ steel/ oil and gas/ petrochemical/ fertilizer/cement/coal mining including coal handling plant and/ or any other process industry, of a value of Rs. 240 Crores or more, in a single project or single work and the same should be in successful operation for at least one year/ six months before the date of techno-commercial bid opening. Successful operation: At least One (1) year for industrial projects other than the RE sector i.e., Solar/Wind. At least Six (6) months for projects in the RE sector (i.e., Solar/Wind).
