A competitive bidding process for the development of 600 MW of solar PV projects in six Indian states—Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu—has been announced by HPGRE Renewable and Green Energy Limited (HPRGE). The Extra High Voltage (EHV) transmission system design, engineering, supply, construction, erection, and commissioning up to the Inter-State Transmission System (ISTS) substation are all included in this project. Land acquisition is also a part of it.

Each 300 MW project must meet the project’s requirements for physical separation, including unique injection locations and metering configurations. After the date of allotment to HPGRE, the bidder must secure the land for a minimum of 29 years and 11 months.

According to the tender, two schedules of 300 MW each will require roughly 1200 acres of land to build up the solar plants. A total of about 2400 acres would be needed. If they satisfy the pre-qualification requirements, interested bidders may choose to quote for both schedules, however, they must quote for at least one. Both schedules may be offered by bidders at one place or two separate locations.

This procedure is being carried out by HPGRE using a Single Stage Two Envelope approach, which calls for distinct pricing bids (Envelope II) and technical and commercial bids (Envelope I). In addition to identifying and acquiring property, the project’s scope encompasses the design, engineering, procurement, building, erection, and commissioning of the EHV transmission line; the pooling substation at the solar plant end is not included in this, but bay construction at the grid substation is. Three years of operation and maintenance (O&M) for the ISTS substation’s EHV bays and transmission system are also included in the project scope.
