Ground-Mounted solar project The West Bengal State Electricity Distribution Company (WBSEDCL) has issued a tender to develop a 10 MW ground-mounted solar project across different districts of West Bengal. WBSEDCL is accepting bids until February 22, 2025. West Bengal solar project includes three years of comprehensive operation and maintenance of eight (08) x 10 MW (NC) ground-mounted solar power plants in different districts of West Bengal. To bid for the project, the tender document states, “The bidder is expected to have prior experience in executing 10 MW solar contracts during the preceding seven years.” Additionally, the tender will be valid for a minimum of 180 days from the day following the tender opening. However, WBSEDCL may, based on the merits of the case, request an extension of the offer’s validity for a further suitable period without any change in the terms and conditions. The bidder must also submit an earnest money deposit of Rs. 10,00,000. The WBSEDCL must also undertake module washing. The document states, “A minimum of two (02) cycles of module washing must be completed each month. Module washing must be conducted daily with a specified number of SPV tables. If module washing is discontinued, payment will be deducted from the O&M bill, and an additional liquidated damages (LD) charge of 10% of the monthly washing bill will be levied. The arrangement of water and additional services will be the vendor’s responsibility. Water quality must meet the module design specifications.” The tender document also outlines the timeline for project handover. The document provides details of the commissioned project and a timeline specifying when they will be handed over.
