WBPCB Tenders for 50 Rooftop Solar Systems Worth 500 kW

WBPCB has issued a tender for the installation of 50 rooftop solar systems each of array capacity 10 kWp in the state.

The West Bengal Pollution Control Board (WBPCB) has issued a tender for the installation of 50 grid-connected rooftop solar power plants each of array capacity 10 kWp on turnkey basis at various locations in the state.

The scope of work for the selected bidders will include the design, engineering, manufacture, procurement, testing, supply, installation and commissioning of the rooftop solar systems. The bidders will also be required to provide comprehensive operation and maintenance of the plants for a period of 5 years from successful commissioning. The selected bidders will have a period of 150 days or 6 months from the date of issuance of Later of Award (LoA) to complete the work on the project.

The last date for bid submission is September 11, 2019, and the techno-commercial bids will be opened on September 13, 2019. The date and time of opening of the financial bids will be intimated to the successful technical bidders later.

The estimated cost of the entire project is Rs 3 crore, and all bidders are required to submit an Earnest Money Deposit of Rs 6 lakhs along with their bids.

To be eligible, the bidders must have experience on design and engineering, manufacture/procurement, testing, supply, installation and commissioning of rooftop grid-connected solar PV power plants of array capacity aggregated 300 kWp or more during last 15 years ending the date of opening of this bid.

The bidder should produce evidence of experience of having successfully completed similar works with at least six-month satisfactory comprehensive maintenance (CMC) during last 12 years ending the date of opening of this bid should be either of the following: –

i)  Three nos. of similar work order along with completion certificate of similar type of works executed each costing not less than the amount equal to Rs.1.2 crore

ii)  Two nos of similar work order along with completion certificate of similar type of works executed each costing not less than the amount equal to Rs.1.5 crore.

iii)  One no of similar work order along with completion certificate of similar type of works executed of which costing not less than the amount equal to Rs.2.1 crore

The bidders must also have a Minimum Average Annual Turnover (MAAT) of Rs 1.5 crore for the last three financial years. And the net worth for each of those three years should be in the positive.
