UPNEDA Invite Bids For O&M Of Mini-Grid & DDG Solar Plants In UP Uttar Pradesh New and Renewable Energy (UPNEDA) invited bids from experienced and interested firms for Operation & Maintenance (O&M) of Mini-Grid and Decentralized Distributed Generation (DDG) solar power plants. These solar plants are installed in various districts of Uttar Pradesh on a revenue model basis”. The bid document released by UPNEDA gave a detailed scope of the work with eligibility conditions. The bid document is available on the e-tender website from 28th February 2024 at 06:00 PM, the bid submission end date and time is 6th March 2024 at 06:00 PM. The technical bid opening date and time is 07th March 2024 at 11:00 AM and the financial bid opening date is to be decided after the evaluation of the technical bid. It stated, “As such the hard copy of the tender document is not required to be sent, however the earnest money of Rs. 25,000/- as demand draft and other relevant documents (as detailed in the bid document), is expected to reach UPNEDA’s head office latest by 06.03.2024 at 06:00 PM. The demand draft of any nationalized or scheduled bank should be in favor of the Director, UPNEDA.” The tender mentioned, “An amount of Rs. 5,900/- Inclusive of GST in the form of DD in favor of Director, UPNEDA is payable at Lucknow issued by a nationalized bank, or State Bank of India and its subsidiary banks or scheduled commercial bank. The earnest money (EMD) is to be submitted by the bidder in the form of DD of Rs. 25,000/- in favor of the Director, UPNEDA payable at Lucknow issued by a nationalized bank, or State Bank of India and its subsidiary banks or scheduled commercial bank.” It mentioned that “The qualified bidder having a financial turnover and an overall average annual turnover (ATO) in the best performing three of last five financial years i.e., 2018-19, 2019-20, 2020-2021, 2021- 22 and 2022-23 should be at least Rs. 15,000/- per kW of quoted capacity (kW) of projects. Only bidding companies or lead partners with a minimum 51% equity turnover will be considered in the case of consortium/partnership firms. (A summarized sheet of average turnover certified by registered CA on its letterhead should be submitted)” It also stated the technical experience required, “The bidder should have a minimum of five years of experience in building, operating and maintaining operating mini-grids (at least 02 sites) of cumulative capacity 25 KW or above.
