UPNEDA Invite Bids For 5MW Grid-Connected Solar Project In Mau Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has invited bids for the selection of solar power developers for setting up of 5MW grid-connected solar PV power project in the Mau district of Uttar Pradesh. UPNEDA invited bids based on international competitive bidding by the bidding guidelines. The responsibility of the successful bidder is expected to supply power to the procurer(s) as per the terms and conditions of the RfS documents. UPNEDA has about 29.2 acres (11.86 hectares) of land in village Saraisadi of district MAU. The title of the land is in the name of UPNEDA. In this tender UPNEDA invites proposals for setting up of grid-connected solar PV project of 05 MW capacity on build own operate” (B-O-O) basis on this land parcel. This land will be provided on lease rent of Rs 15000 per acre per annum for 30 years to the selected Solar Power Generator (SPG) for setting up of 05 MW project. The tendet stated, “Uttar Pradesh Power Corporation Ltd (UPPCL) will enter into a power purchase agreement (PPA) on behalf of DISCOMS namely Paschimanchal Vidyut Vitran Nigam Ltd, Poorvanchal Vidyut Vitran Nigam Ltd, Madhyanchal Vidyut Vitran Nigam Ltd, Dakshinanchal Vidyut Vitran Nigam Ltd with the successful bidder selected based on this RfS for purchase of solar power for 25 years based on the terms, conditions and provisions of the RfS.” Under the tender, UPPCL enters into a PPA with successful SPGs/bidders for a period of 25 years from the date as per the provisions of the PPA. The maximum tariff payable to the project developer is fixed at INR 3.10/kWh for 25 years. This shall be inclusive of all statutory taxes, duties, levies, cess/tax if applicable as on the last date of bid submission. It added, “If the Project is transferred or sold to a third party during its tenure (after the initial lock-in period of 1 (one) year after SCSD), UPNEDA/UPPCL (Procurer) will retain full rights to operationalize the PPA with the third party, which will be under full obligation to honour all the obligations and terms and conditions of the PPA.” The tender was released on 27th February 2024 through two bid systems in the form of an e-TENDER. The tender cost is 25,000 Rs which includes 18% GST i.e., 29,500 Rs including GST to be submitted either through NEFT/ RTGS transfer. It’s expected to be submitted in the account of UPNEDA in the form of a DD/ pay order along with the response to RfS in favor of the director, UPNEDA payable at Lucknow. The document processing fee (non-refundable) is Rs. 2 lakh which includes 18% GST with each bid to be submitted either through NEFT/RTGS transfer in the account of UPNEDA. It can also be sent in the form of a DD/Pay Order along with the response to RfS in favour of the director, UPNEDA, payable at Lucknow. The Earnest Money Deposit (EMD) for the tender is Rs. 8.0 lakh i.e., 80 lakh per MW, and a total of 40.0 lakh for the project to be submitted in the form of bank guarantee along with the response to RfS. The date, time, and venue of the pre-bid meeting is 21st March 2024 at 18.00 hrs. The techno-commercial bid opening is on 22nd March 2024 at 12.30 PM.
