The Uttar Pradesh New and Renewable Development Agency (UPNEDA) has now amended its earlier tender, seeking developers for solar-based drinking water kiosks. The new corrigendum issued by the state nodal agency attempts to amend the clause related to the eligibility of the bidders.

The earlier tender document had mandated that the bidders must have installed atleast 30 percent of the total quantity of these proposed units. However, the new tender talked changed the eligibility criteria to ensure more applications. The new amendment paves the way for those developers who had earlier worked to install solar-based RO water plants.

“The Bidder should have continuously supplied and installed Solar based Water Kiosk/Solar based RO water Systems for 30% of bid quantity, i.e 06 Nos, in last Five financial years i.e. 2019- 20, 2020-21, 2021-2022, 2022-2023 and 2023-2024 to any Central/State Govt. Organization (including local body or autonomous institutions working under it.) /Company. (If Bidder provides work experience regarding supply, installation and commissioning from company, bidder must provide the certificate of incorporation of respective company.,” the new amendments read.

The Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) had earlier issued a tender for the installation of 20 solar-powered kiosks. This tender covered the supply, erection, testing, and commissioning of solar-based drinking water kiosks across various solar cities in Uttar Pradesh. The contract also included comprehensive warranty maintenance for a period of 5 years. The estimated cost for these kiosks is approximately Rs. 3.99 crores.

The tender had said that the bidders must be firms registered or incorporated under the Companies Act of 1956 or 2013. Additionally, bidders should have experience in supplying and installing solar-based water kiosks for at least 30% of the bid quantity.

As per the UPNEDA tender document, bidders are required to submit an Earnest Money Deposit (EMD) in the form of a Bank Guarantee (BG) or Demand Draft (DD) amounting to 2% of the estimated cost. However, Micro, Small, and Medium Enterprises (MSMEs) based in Uttar Pradesh are exempt from this requirement.

Earlier, states like Odisha have tried installing solar based drinking water kiosks. Odisha installed such unit at its solar city-Konark. Under this system, these drinking water kiosks usually have a solar panel over it to ensure using clean power to provide clean drinking water for the public.
