Tender Issued for Solar Home Lighting Systems for SC Beneficiaries in Assam

A tender has been issued for fixation of rates for a period of 1 year for solar PV home lighting systems for the SC beneficiaries of Assam.

The Directorate of Welfare of Scheduled Castes, Government of Assam, has issued a tender, inviting bids from eligible manufacturers/ distributors /dealers on a rate contract basis for fixation of rates for a period of one year for solar PV home lighting systems (HLS) for the SC beneficiaries of Assam.

The last date for bid submission is December 24, 2020, and the techno-commercial bids will be opened on the same date. All bidders are required to submit an Earnest Money Deposit of Rs 5 lakh along with their bids. The department has clarified that no pre-bid meeting will be conducted due to the COVID-19 pandemic. 

The invitation for bids is open to manufacturers/ brand owners/ authorised dealers and distributors. Furthermore, the bidders must have an average annual turnover of Rs 7 crore in the last three financial years i.e. 2016-17 to 2018-19. And, they must have experience of supply and installation of any kind of solar works of minimum amount Rs 10 crore in a single work order.

As per the tender, the bidder should have a valid test report of LED Based Solar Home Lighting System, tested as per MNRE, GOI latest guidelines “minimal technical requirements/standards for SPV systems/plants to be deployed” (Test Certificate from MNRE lab should have to be submitted for the Solar Home Lighting System). Test reports of the individual item from the NABL lab will be also required for qualifying the bids.

The HLS consists of a PV module, control electronics, battery, and luminary(s). There are several SHS models featuring one, two, or five luminaries based on White Light Emitting Diode (W-LED). The system should also be used to run a small DC fan of 18W along with the W-LED Lamps.
