Tender Issued for 50 MW Off-Grid Solar Plants in Meghalaya By Devyani Paliwal/ Updated On Thu, Nov 12th, 2020 MePDCL has issued a tender for the installation of aggregated 50 MWp off-grid Solar Power Plants in different locations in the state of Meghalaya. The Meghalaya Power Distribution Corporation Limited (MePDCL) has proposed the design, supply, installation, testing, commissioning, operation & maintenance in RESCO Model of an aggregate of 50 MWp off-Grid solar SPV power plants in different locations in the state of Meghalaya. The last day of bidding for the tender, dated November 9, 2020, has been set as November 30, 2020. The earnest money deposit has been fixed at Rs 4,00,000. According to the tender, the bidder should have a minimum average Annual turnover of 25% of Bid Capacity, derived from the last three three financial years ending on March 31, 2020, on the basis of audited annual accounts. Project details: MePCDL is setting up a 50 MW solar photovoltaic (SPV) power plant at different locations in the state of Meghalaya. This includes design, supply, Installation, testing, commissioning of SPV Power Plants with all accessories and equipment, and it’s maintenance services for 5 years with free replacement warranty on spare parts against manufacturing defects up to five years. The maintenance contract should ensure long-term sustainability of the system for the SPV Power Plants upto 10 kWp Capacity (10 Year project lifetime) and more than 10 kWp and upto 25 kWp (15 Year lifetime) and meet the Daily Minimum Guaranteed Energy (DMGE) as per the latest MNRE Guidelines. It also includes obtaining all the relevant approvals from MePDCL and the respective Electrical Inspectorate of the state (if required). In reference to a previous order issued in April 2020, the Ministry of New and Renewable Energy (MNRE) had mentioned that under the extended Scheme, off-grid solar power packs will be installed only in RESCO mode for which Ministry will be issuing separate Guidelines. Under the Phase III of Off-grid and Decentralized Solar PV Applications Programme of the MNRE, off-grid solar power plants of individual size up to 25 kWp can be installed in areas where grid power has not reached or is not reliable. This scheme had been extended till March 31, 2021, and is applicable only for the North-eastern States for the installation of off-grid solar PV plants through RESCO mode with Central Financial Assistance (CFA) of 90 percent of the benchmark cost of the system.
