To find a partner for the design, provision, installation, testing, and commissioning of a 2 MW floating solar power plant at Tamarind Falls Reservoir in Mauritius, government-owned Telecommunications Consultants India Limited (TCIL) has released an expression of interest (EoI). The deadline for submitting proposals is December 21, 2022. On the same day, bids will be opened. 

Since 1991, TCIL has been conducting business in Mauritius, and the company plans to take part in this tender as the project’s lead bidder. The bid requirements stipulated by TCIL stipulate that as of the bid opening date, the average annual turnover of the bidders should not have been less than $500,000.

For the previous three years, the participants should have enjoyed a growing net worth. In two of the last three fiscal years, bidders were supposed to have earned a profit before taxes. Within 14 days of receiving the letter of acceptance, the chosen bidder must present a performance bank guarantee for 10% of the contract sum. 

Coordination with subcontractors for electrical and civil work, as well as making sure the project is successfully commissioned, are all included in the scope of work. The bidders must have completed at least two floating solar projects with a combined capacity of at least 1 MW or one floating solar project with a capacity of at least 1.6 MW that is connected to a utility grid.

Additionally, bidders must know the supply, installation, testing, and commissioning of metal-clad switchgear with a voltage of 22 kV or above. The original equipment producers of the proposed PV module, inverter, MV switchgear, and step-up transformer must provide a manufacturer’s Authorization Certificate. Bidders must have a local office in Mauritius, or they must guarantee that they will if the project is chosen.
