South Eastern Coalfields Invites Bids for 4 MW Solar Rooftop Projects for 14 Locations

South Eastern Coalfields Ltd (SECL) has floated a 4 MW grid-connected solar rooftop projects tender which will be installed at 14 different locations of SECL including operations & maintenance work. 

The last date for submitting the bid for this South Eastern Coalfields Ltd 4 MW tender is December 31, 2022, till 05:00 pm & bids will be opened on January 02, 2023, at 11:00 am.

The scope of work of this SECL 4 MW tender includes design, engineering, site development, manufacture, inspection at supplier’s works, supply, insurance, transport, storage, erection, testing & commissioning. The scope of work also includes operation & maintenance (O&M) for 5 years after the warranty period.

The estimated total tender value is Rs. 19,55,72,128/-. Each interested bidder will have to pay Rs. 24,44,700/- as an earnest money deposit (EMD).

The intending tenderer must have in its name the experience of having completed similar works during the last 7 (Seven) years ending the last day of the month previous to the one in which bid applications are invited i.e. e-publication date on the procurement portal should be any of the following:

i) Three similar completed works each costing not less than the amount equal to 20% of the estimated cost put to tender. 

OR

ii) Two similar completed works each costing not less than the amount equal to 25% of the estimated cost put to tender. 

OR 

iii) One similar completed work costing not less than the amount equal to 40% of the estimated cost put to tender.  

The bidders must have experience in the same kind of work with ground-mounted solar power projects connected to the grid within the previous five years. The projects must comprise transmission line construction, switchyard/substation bay, design, supply, installation, testing & commissioning, operation, and maintenance of grid-connected solar power plants. 

The minimum average annual financial turnover of the bidder during the last three years should be at least 30% of the estimated cost put to tender. The net worth of the bidder during the last financial year should be positive.
