SJVN Issues Tender For 15 MW Floating Solar Plant in Himachal Pradesh

SJVN Green Energy issues tender / invites online bids for a 15MW floating solar PV power plant at Nangal Pond, Near Village Neilla, District Bilaspur, Himachal Pradesh. The Solar Modules to be used for this project shall be sourced only from the Model and Manufactures included in the latest “Approved List of Models and Manufactures (ALMM)” issued by MNRE.

The tender for this project follows a long, extended effort by SECI originally to execute it, something it finally gave up after 15 odd tender deadline extensions. That is when the Himachal government went with state owned SJVN to try and get the project done. This tender follows that responsibility entrusted to SJVN.

The last date for submitting the online bid is September 15, 2022, till 01:00 pm. Bids will be opened on the same day at 02:00 pm.

This SJVN 10 MW floating solar tender includes the scope of work in design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warrantee obligation with 03 (Three) years of comprehensive operation and maintenance. 

The duration of engineering, procurement, and construction (EPC) work of the project is 540 days from the date of issuance of the Letter of Award (LOA). Each interested bidder will have to pay Rs. 10,000/- (+ 18% GST) as a tender fee, which is non-refundable. The awarded bidder will have to pay Rs. 1.10 crore as an earnest money deposit / Bid Security. 

Technical Eligibility Criteria

The bidder should have experience of having completed a Ground mounted grid-connected Solar Power Project on an Engineering, Procurement, and Construction (EPC) basis during the last seven (07) years from the date of issuance of NIT, having capacities as below:

One Solar Power Project of at least 12 MW AC Capacity.

Or

Two Solar Power Projects of at least 7.5 MW AC Capacity each.

Or

Three Solar Power Projects of at least 6 MW AC Capacity each.

The bidder should have completed at least one-year Operation and Maintenance (O&M) of Solar Photo Voltaic (SPV) Ground mounted grid connected solar power plant(s) of at least 4 MW AC capacity during last seven (07) years from the date of issuance of NIT.

The average Annual Financial turnover of the interested bidder during the last 3 years ending 31st March of the previous financial year, should be at least 30 crores.

Earlier (July 2022), SJVN collaborated with Solarworld Energy Solutions for the development of two solar power projects in Uttar Pradesh. SJVN told that the total investment of that project was more than Rs 690 crore and the total generation capacity of the two solar projects shall be 125 MW.
