SJVN Invites Bids For 376 MWp GUVNL Solar Project

Indian PSU, SJVN Green Energy Limited (a wholly owned subsidiary of SJVN Limited) invited online bids from eligible bidders to manufacture and supply solar PV modules of 376.60MWp capacity for the Gujarat Urja Vikas Nigam Ltd. (GUVNL) Phase-XIV solar power project.

The SJVN project includes (i.e. Stage-1: Techno-commercial Bid & Stage-2: Price Bid) with Reverse Auction for Modules of 376.60 MWp capacity for GUVNL (Phase-XIV) solar power project. The solar modules are to be sourced only from the model and manufacturers included in the latest approved list of module manufacturers (ALMM) issued by MNRE.  

The tender mentioned, “The contractor(s) for procurement of solar PV modules up to the full capacity will be carried out through e-bidding followed by e-Reverse Auction process. The minimum capacity allocated to the bidder is to be 94.15 MWp and in multiples of 94.15 MWp. The maximum allocation to a single bidder is 376.60 MWp.” 

The tender mentioned the bid document mentioned the bid security/earnest money deposit corresponding to module capacity. For 94.15 MWp it presented the amount of bid security/EMD of Rs. 2.98 Crore, for 188.30 MWp presented a bid amount of Rs. 5.95 Crore, for 282.45 MWp it presented a bid amount of Rs. 8.92 Crore and for 376.60 MWp it presented the presented bid amount is 11.90 Crore. 

Completion Period – 02 Months from the date of issuance of LoA.

Cost of bid document (non-refundable) – Rs. 5000.00 (Rs. Five Thousand only) +18% GST.

Last date of submission of documents in hard copy for Stage-1 Bid – Date 17.06.2024 & Time:11:00 Hrs

Period of bid Validity – Initially, the Stage-1 Bid (i.e. Techno-commercial Bid) shall remain valid 150 days beyond the last date of submission of the Stage-1 bid prescribed by SGEL and any extension thereof. Further, Stage-2 (i.e. Price Bid) including Stage-1 Bid (i.e. Techno-commercial Bid) shall remain valid up to 90 days beyond the last date of submission of Stage-2 bid prescribed by SGEL and any extension thereof.

TECHNICAL CRITERIA

The bidder is expected to be a solar PV module manufacturer and listed in the ALMM list published by MNRE on the last day of the month before the one in which NIT is issued. (B) The bidder should have supplied Solar Photo Voltaic (SPV) Modules (330 Wp or above) of cumulative capacity of 30 MWp or above in the last seven (07) years ending the last day of the month previous to the one in which NIT is issued, and out of which at least one such Supply Order should be of 10 MWp or above capacity.

FINANCIAL CRITERIA

The Bidder should have an annual average turnover for the last three financial years, ending on 31st March of the previous Financial Year.
