SECI Tenders for 32 MW Dump-Based Solar Power Projects at SCCL

SECI has issued a tender for the commissioning of 32 MW OB dump based solar PV power plants at different sites at SCCL, Telangana.

The Solar Energy Corporation of India (SECI) has issued a tender for the commissioning of a cumulative 32 MW OB dump based solar PV power plants at different sites at Singareni Collieries Company Limited (SCCL), Telangana.

The scope of work for the selected developers will include the design, engineering, supply, construction, erection, testing and commissioning of 32 MW (AC) OB dump based solar PV power plants at different sites at SCCL. The developers will also be required to provide comprehensive operation and maintenance (O&M) services for the plants for a period of 10 years, after successful commissioning and performance demonstration, including supply and storage of all mandatory spare parts, consumables, repairs/ replacement of any defective equipment, etc.

The last date for bid submission is April 22, 2020, and the techno-commercial bids will be opened on the same date. All bidders must submit an Earnest Money Deposit of Rs 2.9 crore along with their bids. A pre-bid meeting has been scheduled for April 2, 2020, to address the concerns raised by the prospective bidders. The date and time of opening of the financial bids will be intimated subsequent to the shortlisting of techno-commercial bids.

To be eligible for participating in the bidding process the bidders should have experience in EPC execution of ground-mounted solar projects on turnkey basis including design, supply, installation, and commissioning of a grid-connected solar PV power plant of cumulative capacity not less than 16 MW in last seven financial years as on the last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least six months prior to the last date of bid submission.

Financially, the Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years (i.e. FY 2016-17, 2017-18 & 2018-19) should be Rs 58.11 crore. And the bidder should have a minimum working capital of Rs 36.32 crore.
