SECI Floats Tender for 1200 MW Solar Power Projects (ISTS-V) By Ayush Verma/ Updated On Wed, Jul 3rd, 2019 SECI has issued an RfS for setting up of 1200 MW solar projects in India under global competitive bidding (ISTS-V). The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RfS) for the selection of solar power developers (SPDs) for setting up of 1200 MW ISTS-connected solar power projects in India under global competitive bidding (ISTS-V). As part of the Government of India’s target to achieve a cumulative capacity of 100 GW Solar PV installation by the year 2022, SECI has invited proposals for setting up of grid-connected Solar PV projects anywhere in India on “Build Own Operate” (B-O-O) basis for an aggregate capacity of 1200 MW across India. SECI shall enter into a Power Purchase Agreement (PPA) with successful SPDs for a period of 25 years from the date as per the provisions of PPA. The maximum tariff payable to the Project Developer is fixed at Rs 2.65/ kWh for a period of 25 years. The power procured by SECI from the above Projects has been provisioned to be sold to the different Buying Utilities of India. The last date for bid submission is July 31, 2019. The techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for July 11, 2019, to address the concerns raised by the prospective bidders. All bidders must submit a bid processing fee of Rs 5 lakh +18% GST for each Project from 50 MW up to 90 MW capacity, and Rs 15 lakh + 18% GST for each Project from 100 MW and above capacity. Additionally, all bidders will be required to submit an Earnest Money Deposit (EMD) of Rs 4 lakh per MW per project. As per the RfS, the solar projects are required to be designed for inter-connection with transmission network of CTU at the voltage level of 132 kV or above. And every bidder may submit a single bid for any quantity between (and including) 50 MW to 600 MW, which shall be quoted only in multiples of 10 MW.
