In an effort to expand wind energy projects in India, the Solar Energy Corporation of India (SECI) has issued a tender inviting bids from wind power developers. The tender aims to establish 400 MW of wind projects, with the central tendering authority accepting bids until April 15, 2025.

Project Overview

As per SECI’s latest tender, selected wind power developers will develop the project on a Build-Own-Operate (BOO) basis. Developers must establish a transmission network up to the interconnection/delivery point to supply wind power to SECI. Responsibilities also include land identification, installation, project ownership, connectivity, and obtaining necessary approvals. The interconnection with the ISTS network, STU, or InSTS network (as applicable) will fall under the scope of the wind project developer.

Scope of Work

  • Bidders must submit a single bid with a minimum capacity of 50 MW and a maximum of 200 MW.
  • For STU interconnection, projects should be installed in the same state as the procuring entity.
  • Projects connected to the intra-state transmission system must be at least 10 MW, while those connected to the inter-state transmission system must be at least 50 MW.

Capacity Utilization Factor (CUF) Requirements

  • Bidders must declare the annual CUF at the time of submission and may revise it once within the first three years of full project capacity operation.
  • The declared or revised CUF cannot be less than 22%.
  • Developers must maintain an annual CUF between 80% and 120% of the declared/revised value throughout the 25-year PPA duration.
  • SECI may relax the lower CUF limit in cases of non-supply due to Force Majeure events as defined in the PPA.

This SECI tender marks another step in India’s commitment to accelerating renewable energy deployment and strengthening its wind energy sector.
