SECI Issues Tender To Build 1000 MW/2000 MWh BESS

SECI Invites Bids To Select Developers For 400 MW Hybrid Projects

The Solar Energy Corporation of India (SECI) has issued a tender inviting bids to set up 1000 MW/2000MWh (1000 MW x 2 hrs) standalone battery energy storage systems (BESS) in India. This project was issued under tariff-based global competitive bidding (ESS-2). The tender follows a new push for large battery storage systems in the country to ensure renewable additions to the grid donot face any challenges, besides improving the availability of renewable during and beyond peak hours. Plain vanilla tenders  are expected to become fewer as Hybrid and BESS plus tenders step in now.

This tender includes on-demand usage under Tariff-based Competitive Bidding (ESS-II), for projects set up under the build-Own -operate (BOO) model. 

The earnest money deposit (EMD) of Rs. 3,41,000/- per MWh per project is to be submitted in the form of a bank guarantee. Whereas, the tender fee of Rs.59000 is payable for the document. The project is expected to be completed in 18 months. 

SECI laid down the financial criterion for the tender in which it mentions, “The net worth of the bidder should be equal to or greater than Rs. 34,10,000/MWh of the quoted capacity (in MWh), as of the last date of the previous Financial Year, i.e. FY 2023-24/2022-23. This quoted capacity is expected fulfilled at least 7 days before the bid submission deadline.

The tender mentioned, “To ascertain that the bidder has sufficient means to manage the fund requirements for the project, the bidder is required to demonstrate at least one of the following parameters. Such as, the bidder is expected to have a minimum annual turnover of Rs. 44,75,736 / MW of the quoted capacity during the previous financial year, 2023-24/2022-23, or as on the day at least 7 days before the bid submission deadline.”

The document stated 12 July 2024 (02:30 PM IST) for conducting a pre-bid meeting. Whereas, the placed 5th August 2024 (6:00 PM IST) as the last date for bid submission. The last date for the sale of the document is 05-08-2024 and the last date for submission of a hard copy of the bid document is 07-08-2024
