SECI Issues Tender For 10 MW Floating Solar At Thermal Plant The Solar Energy Corporation of India (SECI) recently released a tender to build a 10 MW Floating Solar Project (FSPV) at Singareni Thermal Power Project (STPP), Telangana. Bidders are expected to submit their bids by January 23, 2025. Singareni Collieries Company Limited (SCCL) is a government coal mining company jointly owned by the Government of Telangana and the Government of India. SCCL currently operates 18 opencast mines and 29 underground mines across six districts of Telangana. SCCL envisions the execution of green energy initiatives by implementing a solar PV power plant in Telangana. This initiative would not only mark a significant step toward the adoption of green energy for SCCL but also promote self-reliant and economical energy solutions by leveraging the abundance of solar energy. To build the floating solar project at the STPP storage reservoir, owned by Singareni Collieries Company Limited, the bidder is required to establish a 5 MW grid-end metering system at the PAVNOOR substation and a 5 MW grid-end metering system at KUNDARAM. The project guarantees a minimum CUF of 22.8%. Mandate for DCR The tender mandates the use of domestically manufactured solar photovoltaic (SPV) cells and modules, adhering to the specifications and testing requirements set by MNRE. The tender also requires bidders to have experience in the EPC execution of ground-mounted solar PV projects on a turnkey basis. This includes the installation and commissioning of grid-connected solar PV power plants with a capacity of no less than 5 MW over the past seven years as of the bid submission deadline. Additionally, such grid-connected solar PV power plants must have been in satisfactory operation for at least six months before the bid submission deadline.
