SECI Issues Bid For 1260 MW Of ISTS-Connected RE Projects SECI Looks for Developers for Setting Up 2000 MW Wind-Solar Hybrid Projects

The Solar Energy Corporation of India (SECI) today issued a tender seeking developers for proposed 1260 Megawatt (MW) of firm and dispatchable renewable power in India. The central authority has planned to develop this project under the Inter-State Transmission Systems (ISTS).

The last day to submit the bid is November 10 whereas the hard copy of the same could be submitted by November 14. The bids will be opened on November 15. SECI has been mandated to develop the project under Build-Own-Operate (BOO) basis. The authority has planned to use this renewable power to supply to Delhi and GIFT city in Gujarat. SECI will award the project under tariff-based competitive bidding.

“Out of the total tendered capacity of 1260 MW, 1250 MW capacity procured by SECI from the above Projects has been provisioned to be sold to BSES Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited (BYPL), Delhi, and remaining 10 MW has been provisioned to be sold to M/s GIFT Power Company Limited (GIFT PCL), Gujarat. These three entities shall be the Buying Entities under this RfS. SECI shall be an intermediary nodal agency for procurement and sale of such power to the Buying Entities,” the tender document said.

The tender document said that the bidders would enjoy several benefits from the government. “The Bidders will be free to avail fiscal incentives like Accelerated Depreciation, Concessional Customs and Excise Duties, Tax Holidays etc. as available for such Projects. The same will not have any bearing on comparison of bids for selection. As equal opportunity is being provided to all bidders at the time of tendering itself, it is up to the bidders to avail various tax and other benefits,” the document read.

SECI said that bidders who already commissioned renewable plants/storage plants or are in process of constructing such plants and have united capacity may also participate under the tender.

“In such cases, they will be given the benefit of a longer period of PPA, commensurate with the duration between the actual date of commencement of supply of power and Scheduled Commencement of Supply Date (SCSD). It is clarified that the Bidders who have already signed PPAs with SECI as on the bid submission deadline, are not allowed to suo-moto terminate such PPAs and participate in this RfS for the respective project(s),” the document read.
