SECI Invites Bids To Select Developers For 400 MW Hybrid Projects By Chitrika Grover/ Updated On Mon, Jul 1st, 2024 SJVN Issues Tender For 1.2 GW Hybrid Projects Across India The Solar Energy Corporation of India (SECI) has now invited proposals for setting up Inter-State Transmission System (ISTS)-connected hybrid power projects in India, on a build-own-operate (BOO) model for an aggregate capacity of 400 MW. The tender invited bids for the inter-state transmission system (ISTS-connected) wind-solar hybrid power projects in India under SECI-Tranche-IX. The last date for submitting bids is July 31, 2024. The fee/ cost of the RfS document (non-refundable) is Rs. 59,000 + GST to be submitted through NEFT/ RTGS transfer in the account of SECI, along with the response to RfS. The bid processing fee of Rs. 20,000/MW + GST for the quoted capacity subject to a maximum amount of Rs. 20,00,000 + GST for the response to RfS. SECI’s last awarded tender for Hybrid power was at Rs 3.43/unit. Industry experts opine that the current tender will probably get at least good, or lower bids. The tender specifies that the technical eligibility criteria aims to promote only commercially established and operational technologies to minimize the technology risk and to achieve timely commencement of power supply from the Projects. To ensure only quality systems are installed, and to take advantage of the latest development/Models, the type-certified wind turbine models listed in the Revised List of Models and Manufactures (RLMM) issued by MNRE as updated until the SCSD of the Project will be allowed for deployment under this RfS. The same rules will apply for solar modules used as well, from the ALMM list. The document mentioned, “Under the financial eligibility criteria, the net worth of the bidder should be equal to or greater than the amount calculated as per the following formula. Based on the Installed Capacity break-up quoted by the bidder, the minimum net-worth requirement is [(Rs. 94,20,000 x Rated Installed Capacity of Solar PV component (MW)) + (Rs. 1,29,80,000 x Rated Installed Capacity of Wind Power component (MW))].
