SJVN Issues Tender For 1.2 GW Hybrid Projects Across India SECI has released a tender for empanelment (RfE) for performing site studies for the preparation of DPR (Category A, B, and C). SECI tender mentioned A, B, and C categories for performing site studies and for preparation of DPR. The tender mentioned the category is as follows, i) Category A: Topographic Survey with Geotechnical investigation (DGPS + Total Station) ii) Category B: Topographic Survey with Geotechnical Investigation (LiDAR/UAV) iii) Category C: Topographic & Hydrographic Survey with Geotechnical Investigation SECI E-tender mentioned, that it was released under the single bid system. It was released for the empanelment period of five years from the effective date of notification of empanelment (NoE). The tender has a provision for further extension of two years based on the satisfactory performance of the agency during the empanelment period and/or based on mutual agreement of both the parties.” The bid document mentioned, “The processing non-refundable fee of Rs. 6000.00/- inclusive of GST, to be submitted in the form of either through NEFT/ RTGS transfer in the account of SECI or demand draft/ banker’s cheque in favor of “Solar Energy Corporation of India Limited, New Delhi” Payable at New Delhi. The Bid Processing Fee is to be deposited along with the Bid document submission. The tender doesn’t call for any earnest money deposit (EMD)” The document shared details of the project initiated by Solar Energy Corporation of India Limited under the administrative control of the Ministry of New and Renewable Energy (MNRE) Government of India (GoI), to facilitate the implementation of JNNSM and achievement of set targets. The tender mentioned the technical eligibility criterion under category A. It stated, “The bidder should be in the field of providing similar works for not less than three years as on the last date of bid submission.” It further mentioned, “The Bidder should own total station/ DGPS and are required to submit the Calibration Certificate of the Total Station/ DGPS from an NABL accredited/certified lab. It is required to have rendered satisfactory services and successfully executed contracts of similar work in any of the last seven years.” It further mentioned, “Similar Works” to be the services rendered as a service provider for topography survey to the Govt./ autonomous bodies/ PSUs/ JVCs of PSUs/ Private organizations/ Companies/ Institutes/ MNCs. Further, the bidder should have completed at least one single similar work order of value of INR 49,20,000 or more during any of the last seven years.” The document mentioned, “The bidder should have completed at least two similar work orders, each of value of Rs. 30,75,000 or more during any of the last seven years. The bidder should have completed at least three similar work orders, each of value of INR 24,60,000 or more during any of the last seven years.” The document mentioned the financial eligibility criterion (Category A). The minimum average annual turnover (MAAT) of the bidder in the last three financial years (i.e., FY 2020-21, 2021-22 & 2022-23) should be Rs. 24,60,000. The tender stated, “A two-stage bidding procedure to be adopted and proceed as detailed in the documents. This document is to be part of the Stage-I bidding process.
