SECI Invites Bids For 1200 MW ISTS Solar Projects With 600 MWh ESS

SECI Invites Bids For 1200 MW ISTS Solar Projects With 600 MWh ESS FY24 Results: SECI Adds 8,440 MW RE Tenders, Total Capacity Hits 65,317 MW

Solar Energy Corporation of India (SECI) recently released an e-tender inviting bids for a 1200 MW ISTS-connected solar PV power project of 600 MW/1200 MWh Energy Storage Systems (ESS).

SECI issued the tender under the Ministry of Power (MoP) guidelines for a tariff-based competitive bidding process. The tender was issued for, long-term procurement of electricity from grid-connected Solar PV power projects (SPP). These projects can be with or without energy storage having an individual size of 10 MW and above for projects connected to intra-state transmission system.”

The bidders are expected to have, “Bid capacity of 50 MW and above for projects connected to inter-state transmission system. This document was prepared in line with the guidelines can be subsequently amended. The tender mentioned the last date of bid submission to be 26th April 2024 at 6:00 PM. and the date for the pre-bid meeting is 5th April at 02:30 PM.” 

The tender was issued under a bids system at the cost of Rs. 29,500 including GST, to be submitted through NEFT/ RTGS transfer in the account of SECI, along with the response to the document.

The tender mentioned, “The bid processing fees for the tender to be Rs. 5 Lakh which included applicable taxes for each project from 50 MW up to 90 MW. An amount of Rs. 15 Lakh which included applicable taxes for each project from 100 MW and above, is to be submitted through NEFT/RTGS transfer in the account of SECI, along with the response to RfS.”

The document mentioned, “The validity of the document is up to 12 months from the last date of submission. SECI reserves the right to reject any response to RfS that does not meet the aforementioned validity requirement. It is clarified that after issuance of letter of award (LoAs) under the discovered tariffs which are valid until the signing of the power purchase agreement (PPA).” 

The document mentioned, “The tender is for the earnest money deposit (EMD) amounting to INR 12,94,000/- per MW per project to be submitted in the form of bank guarantee along with the response to RfS.”

The tender also mentioned the financial eligibility for the bidder to include, “The net worth of the bidder to be equal to or greater than Rs. 1,29,40,000/MW per of the quoted capacity, as on the last date of the previous Financial Year, i.e. FY 2022-23 or as on the day at least 7 days before the bid submission deadline.”

It further mentioned, “The financial criterion for the bidder to include the bidder to have a sufficient means to manage the fund requirements for the project.”

It elaborated, “The bidder is required to demonstrate at least one of the following parameters i.e., have a minimum annual turnover of INR 38,30,000/ MW of the quoted capacity during the previous financial year, 2022-23 or as on the day at least 7 days before the bid submission deadline.”

The tender added, “Internal resource generation capability, in the form of profit before depreciation interest and taxes (PBDIT) excluding other and exceptional income for a minimum amount of INR 7,66,000/MW/MW) of the quoted capacity as on the last date of the previous financial year, 2022-23, or as on the day at least 7 days before the bid submission deadline.”
