The scope of the work includes the identification of land, installation and ownership of the project, along with obtaining connectivity, LTA and necessary approvals and interconnection with the ISTS network for the supply of power to SECI. The Solar Energy Corporation of India (SECI) has issued a request for selection (RfS) for the setting up of interstate transmission system (ISTS)-connected wind power projects on build own operate (BOO) basis for an aggregate capacity of 1200 MW. SECI, which was established to implement National Solar Mission (NSM), will select wind power developers under tariff-based competitive bidding (Tranche-XII) for this project whose scope includes the identification of land, installation and ownership of the project, along with obtaining connectivity, LTA and necessary approvals and interconnection with the ISTS network for supply of power to SECI. Selection will be carried out through e-bidding followed by e-reverse auction process. SECI shall enter into a Power Purchase Agreement (PPA) with the successful bidders selected for the purchase of wind power for a period of 25 years. The Scheduled Commissioning Date (SCD) for commissioning of the full capacity of the project will be the date as on 18 months from the effective date of the PPA or from the effective date of PSA, whichever is later. The tender fee Rs. 29,500. MSMEs (Micro, Small and Medium Enterprises) registered under NSIC/DIC/Udyog Aadhar Only are exempted from the submission of the cost of the RfS document and the bid processing fee. In case of a foreign company participating on standalone basis and its selection as successful bidder, it has to form a “Special Purpose Vehicle” (SPV), i.e. an Indian company registered under the Companies Act, 2013, as its subsidiary company, with at least 51% shareholding in the SPV, before signing the PPA. This RfS promotes only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects. The bidder will provide information about the wind turbines proposed to be installed in the project at the time of financial closure. The net worth of the bidder should be equal to or greater than INR 1.326 crores/MW (Rs. 1,32,60,000/MW) of the quoted capacity, as on the last date of previous financial year, i.e. FY 2020-21 or as on the day at least 7 days prior to the bid submission deadline.
