The Solar Energy Corporation of India (SECI) has notified that it has extended the bid submission deadline for its tender for the commissioning of a 20 MW (AC) solar PV power plant (50 MWp DC) with 20 MW/50 MWh Battery Energy Storage System (BESS) at Phyang in Leh, Ladakh. The last date for bid submission has been extended from February 10, 2021, to February 24, 2021. The techno-commercial bids will now be opened on the new bid deadline date. The tender was issued in late December. The scope of work for the selected bidders will include the design, engineering, supply, construction, erection, testing and commission of the solar and battery storage system. The developers will also be required to provide comprehensive operation and maintenance services for the systems for a prior of 10 years from the date of successful commissioning. SECI has also made amendments to the provisions of the tender documents which can be viewed here. As per the tender, SECI envisages the execution of green energy technologies by way of implementing a ground-based solar PV plant with BESS in the UT of Ladakh, India. This would not only be a leap towards harnessing the use of renewable energy for Ladakh but also be means of self-reliant and economical expenditure on energy requirement, which would capitalize the abundance of solar energy resource in the region. The modules used in the project have the condition of being only domestically manufactured and approved by the Ministry of New and Renewable Energy. To be eligible for participating in the bidding process – the bidders must have experience of successfully executing similar EPC work for ground-mounted solar projects with a cumulative capacity of 10 MW in the last seven financial years. Financially, they are required to have an annual average turnover of Rs 131 crore in the last three financial years. And, they must also have a positive net worth.
