Sambhar Salts Seeks Bids for 4000MW Ultra Mega Solar Project in Jaipur By Soumya Duggal/ Updated On Mon, Nov 29th, 2021 Highlights : For the PSU, an issue seems to be better usage of its vast land holdings of over 50,000 acres, with Solar offering a real opportunity to find a better use for it. Sambhar Salts Limited (SSL), a subsidiary of Hindustan Salts Limited, has invited Expression of Interest (EoI) from relevant parties for the development of an ultra mega solar power project, with around 4000 MW capacity, at Sambhar district, Jaipur, Rajasthan. SSL will only provide land (as per the requirement of the project) available at its Sambhar unit, which has the following details: All other expenditures for the project’s installation, such as seeking various clearances, power purchase agreements etc., will be borne by the party. “No EMD/Bid Security is envisaged in the EOI stage. Bidders willing to participate in the open tender at later stage, will be required to Submit Bid Security as per the requirements of Bid Document. Details regarding Bid Security and CPG will be elaborated in Bid Documents of open tender,” says SSL’s EoI document. The tender notice gives the following eligibility criteria for successful bidders: Information regarding past experience in executing Solar Power Projects in India on turn- key basis. Evidence to be supported by Purchase Orders and Project completion certificates. In case of work orders from private firms, the experience shall be supported by TDS certificates. Annual average turnover in the area of Solar Power Plants in last three completed financial years on 31st March 2021 i.e. 2018-19, 2019-20, 2020-21.The parties are required to submit audited balance sheets / Chartered Accountant Certified Statement for the last three years ending with 31.03.2021. Details of established registered office in India with valid GST registration certificate. Parties may also be required to make presentation regarding the proposed Mega Solar Project in front of authorised committee / Directors of company. Accordingly parties shall submit copy of presentation -with EOI. “Parties are requested to keep themselves updated with the website www.indiansalt.com and www.eprocure.gov.in on regular basis for any addition/ deletion/ modification/clarification or notification in respect of this, at EOI stage and at bidding stage. No separate notification will be issued in any other media,” adds the tender document. Recently, many major projects in Rajasthan have been stuck pending resolution of the issue around construction in the habitat of the Great Indian Bustard. For Hindustan Salts Limited, the foray into Solar seems to be a last ditch attempt to find a better use for the huge land holdings under it, as the loss making firm struggles financially to stay solvent. Even a part of the land holdings are under encroachment, an issue likely to come up at some stage.
