Under the arrangement, Greenko Energies Private Limited (GEPL) will supply the energy to the discoms of Rajasthan through RUVNL. This green power will be procured through the SECI’s 1200 MW Inter-State Transmission System (ISTS), for which the Request for Selection (RfS) was issued on August 1, 2019. As per the agreement, the tariff for the supply of off-peak hours was fixed at Rs 2.88 per unit. The tariff discovered under this tender was fixed for 25 years. During the tender process, Greenko was declared the winner of the bid for 900 MW of green power at Rs 6.12 per unit for peak hours. Greenko received the Letter of Intent (LOI) from SECI on February 26, 2020. In its plea before the RERC, the petitioner said that the move is likely to aid them in countering the shortfall in its Renewable Purchase Obligations (RPO). As per the details furnished by RUVNL, it reported a shortfall in its RPO targets in 2021-22 and 2022-2023. RERC, in its order, said that the move would likely help the obligated entity fulfill its RPO obligations and benefit the end consumers in Rajasthan. The Commission, meanwhile, had already approved the tariffs of these projects undertaken by SECI earlier. Based on these circumstances, RERC was allowed to instant procure the green power by RUVNL. “Considering the above position and the fact that the tariff discovered through competitive bidding has been adopted by CERC, the Commission allows the prayer of the Petitioner and approves the instant procurement of 490 MW hybrid(Solar plus PSP) power by the Discoms under the provision of Section 86(1)(b) of the Electricity Act, 2003,” the order read.
