REIL Tenders for Residential Rooftop Solar Systems Across Bihar

REIL has issued a tender for the rate contract for commissioning and maintenance of residential rooftop solar systems across various locations in Bihar.

Rajasthan Electronics & Instruments Limited (REIL) has issued a tender for the rate contract for commissioning and maintenance of residential rooftop solar PV power systems across various locations in Bihar.

The scope of work for the selected bidders will include the design, supply, installation, testing and commissioning of the resident rooftop systems. The developers will also be required to provide comprehensive operation and maintenance services for the plants for a period of 5 years from the date of successive commissioning.

The last date for bid submission is July 8, 2020, and the technical bids will be opened on July 9, 2020. The date and time of opening of the price bids will be informed later to successful bidders in the technical bid. All bidders must also submit an Earnest Money Deposit of Rs 2.5 lakh along with their bids.

The projects will be implemented under Phase-II of Grid Connected Rooftop Solar Programme Scheme of the Ministry of New and Renewable Energy (MNRE). Central Financial Assistance (CFA) from MNRE and financial assistance from the government of Bihar will also be provided under the programme for implementation in the residential sector within the state.

To be eligible for participating in the bidding process, the bidder must have installed and commissioned off-grid / grid-connected solar PV power plant having a total capacity of not less than 20 kWp in last two years, which should have been commissioned prior to techno-commercial bid opening date in any MNRE scheme/ SNA / govt or semi-govt organization/ PSU/ SECI/ Discom/ private organization.

And should also have a Minimum Annual Average Turnover (MAAT) for the last two financial years not less than Rs 10 lakh.

As per the tender, the size of each project shall be in the range of 1 kWp up to 10 kWp and beyond 10 kWp. One project may however comprise of several rooftop units. If each roof has separate meters, then the rooftop solar unit can separately be connected with the grid and may have separate meters. Otherwise, only one connection with the grid meter is allowed irrespective of several roofs in one project.

Group Housing Societies/Residential Welfare Associations (GHS/RWA) etc. for common facilities will be limited up to 500 kWp (@ 10 kWp per house), with the upper limit being inclusive of individual rooftop plants already installed by individual residents in that GHS/RWA at the time of installation of RTS for common activity.

In March, REIL had issued a tender for setting up 3.6 MW rooftop solar PV projects in Mandideep, Bhopal (Madhya Pradesh). As per the tender, there were around 55 sites having capacity ranging from less than 10 kW to more than 500 kW.
