REIL Issue Tender for 50MWp for Solar Power Plants

The Rajasthan Electronics and Instruments Limited (REIL) has released a tender, inviting bids to procure 15,000 solar cells including 5.64 Wp for MONO PERC (7500 solar cells) & 4.81 Wp for Multi-crystalline silicon solar cells (7500 solar cells). The solar cell should be five busbars in length and 158.75 ± 0.5 x 158.75 ± 0.5 mm in dimension. They must have a thickness of 200 ± 20 microns with a wattage of ≥5.54Wp.

The deadline to submit bids is January 02, 2023, till 05:00 pm. The bids will be opened on the next day, at 05:00 pm. Only online bids will be considered against this tender.

The governments of Rajasthan and India collaborated to create REIL through their respective institutions. The Department of Public Enterprises, Ministry of Industry, granted the company “Mini Ratna” designation in 1997 for its overall performance.

There shouldn’t be any obvious imperfections in the cells, such as edge chips, splits, or large scratches. There shouldn’t be any printing errors or busbar misalignment on either surface. The silicon nitride coating on the cells ought to be homogeneous, and there shouldn’t be any color variations.

The cells must be supplied as a single lot within 45 days after the manufacturing approval date. If the vendor fails to provide the complete quantity within the stipulated period, the vendor shall be liable for liquidated damages in the amount of 0.5% of the unfulfilled portion per week, up to a maximum of 10% of the total contract price.

The original solar cell producers must cite the offer. The original equipment manufacturer’s (OEM) credentials will be taken into consideration when evaluating an offer made by an approved channel partner on behalf of the OEM. If an offer is made by both the OEM and an authorised channel partner, only the OEM’s bid will be taken into account for further analysis.

The OEM must be ISO:9001:2015 accredited and have a well-established quality assurance system in place. It should be equipped with a well-established internal laboratory and testing space as well as the necessary personnel to conduct regular in-process and final product testing.
