PM KUSUM: Rajasthan DISCOM Set To Bring Feeder-Level Solarization Project Rajasthan DISCOM Jaipur Vidyut Vitran Nigam Limited (JJVNL), in its latest tender, seeks to implement feeder-level solarization under Component C of PMKUSUM. This component involves ground-mounted solar installations, where land cost is the second most significant expense after solar PV panel costs in the total project budget. The last date for bids submission till 2nd December 2024. the benchmark price set by the discom is Rs 3.04/unit, a price that many might consider below optimum levels to drive interest. Through this tender, JVVNL aims to select RESCO developers for additional SPV capacities. This initiative will allow farmers and landowners to register available land near listed SPV plant locations on the SKAY portal, enabling potential RESCO developers to connect and collaborate in setting up solar PV plants under PM-KUSUM Component C for feeder-level solarization. Landowners will earn additional income through predetermined lease rent. Feeder level solar power plant may be installed to cater to the requirement of power for a single feeder or for multiple agriculture feeders emanating from a distribution sub-station (DSS) to feed power at 11 kV or at the higher voltage level side of the DSS depending upon on factors like availability of land, technical feasibility, etc., and there is no cap of the capacity of solar power plant for feeder level solarisation. The developer is expected to execute land lease agreement for 26 years, where nine months are required for project commissioning. In this project, the solar power plants, along with their associated 33 kV or 11 kV lines to connect the plants to the designated substation. The Remote Monitoring System (RMS) of the solar power plant, will be installed in RESCO mode. The SPG (Solar Power Generator) will cover the entire cost and expenses to install solar panels and associated equipment necessary to achieve the required minimum CUF of 19%. The selected bidder is expected to conduct their own study and investigation of the Global Horizontal Irradiation (GHI) and other relevant factors in the area that may impact generation capacity. Remote monitoring of the installed solar power plant through RMS is required for 25 years (unless extended by mutual agreement). The requirement for domestic content (DCR) of indigenous solar cells under Component C (Feeder Level Solarization) mandate the use of indigenously manufactured solar panels with indigenous modules and solar cells. Compliance with domestic manufacturing requirements will be ensured through inspection and verification at the OEM’s module manufacturing unit. If necessary, JVVNL may conduct a pre-dispatch inspection at the OEM facility where modules or panels are produced. Additionally, MNRE may conduct its own independent inspection or verification to ensure compliance with domestic manufacturing requirements.
