Punjab Tenders for Empanelment and Installation of Rooftop Solar Projects

PSPCL has issued a tender for the empanelment of EPC contractors for setting up of a cumulative 30 MW grid-connected rooftop solar projects in Punjab

The Punjab State Power Corporation (PSPCL) has issued a tender for the empanelment of EPC contractors for setting up of a cumulative 30 MW grid-connected rooftop solar projects in the state, in the range of 1 kW to 1000 kW.

Tentative allocation of 30 MW [shall be corrected based on final allocation to the PSPCL by the Ministry of New and Renewable Energy (MNRE)] will be distributed among all the eligible firms/ bidders/agencies in all capacities range depending upon the response to the tender.

PSPCL has been appointed as the nodal agency for the empanelment of the EPC companies, manufacturers, etc. for the installation of the grid-connected rooftop solar projects. The residents of Punjab who are desirous of installing rooftop solar plants on their residences, wanting to avail the MNRE subsidies can do so by selecting from the list of empaneled vendors that will be updated on the PSPCL website.

The scope of work for the empaneled bidders will include the design, supply, installation, testing and commissioning of the solar rooftop systems and also provide mandatory maintenance services for a period of five years. The solar photovoltaic (SPV) modules used in the projects should be warranted for 25 years.

The last date for bid submission is November 14, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for October 30, 2019, to address the concerns raised by the prospective bidders. All bidders must also submit an Earnest Money Deposit of Rs 50 thousand along with their bids.

According to the PSPCL, two types of bidders will be empaneled through this tender, category ‘A’ bidders and category ‘B’ bidders. Category A bidders will be those bidders who have experience in the successful installation and commissioning of necessary aggregate capacity. And Category-B bidders will be for bidders that are new entrepreneurs/ or not covered under Category A.
