The Jaipur Vidyut Nigam Limited (JVVNL) has re-issued its tender under PM-KUSUM (Component-C). The Rajasthan discom now plans to allocate work orders to Renewable Energy Service Companies (RESCO) through the tender. The agency intends to use the services of RESCO for feeder-level solarisation under the scheme. The last date to submit online bids is January 15.

JVVNL stated that it has already identified 1,844 solar plants with a capacity of 5,120 MW. “Against the above-mentioned 5,120 MW, JVVNL had already floated a tender for around 1,103 MW SPV capacity. Therefore, JVVNL through this RfS document intends to select the RESCO developer(s) for additional SPV capacities under TN-14 (list enclosed separately). Further, balance SPV capacities shall also be included where farmers/land owners are under the process of registration or already registered in subsequent tenders (as applicable),” the tender document said.

RESCO’s Collaboration With Farmers 

The tender highlighted that RESCO developers can collaborate with registered farmers and landowners to arrange land for the solar plants. JVVNL has allowed a single farmer or landowner to offer their land to multiple developers for bidding. The tender seeks RESCO developers responsible for building these projects and ensuring their Operations and Maintenance (O&M) for 25 years. Additionally, developers must ensure a minimum Capacity Utilisation Factor (CUF) of 19%.

“JVVNL intends to select a competent, experienced and eligible bidder, hereafter to be referred to as “Solar Power Generator” or, SPG, for the work of design, survey, supply, installation, testing, commissioning, operation & maintenance for 25 years (unless extended by both parties on mutual agreement) from COD of grid-connected solar power plants through RESCO mode, its associated 33 kV or 11 kV line to connect the plant with various 33/11 kV sub-stations, and RMS of solar power plants for solarization of agriculture consumers connected on 11 kV feeders of various GSS in JVVNL under KUSUM Scheme – Component C (Feeder Level Solarization),” the JVVNL tender document read.

Remote Monitoring System 

The tender mandated solar project developers to ensure the integration of these projects through a Remote Monitoring System (RMS). JVVNL indicated that bid evaluation would be based on the levelised tariff for 25 years in Rs per kWh quoted in the price schedule.

“To further clarify, all the costs including applicable taxes (incl. GST), duties, etc., pertaining to design, survey, supply, installation, testing, commissioning, operation & maintenance of grid-connected solar power plant, its associated 33 kV or 11 kV line to connect the plant with the concerned substation and RMS of the solar power plant, shall be inclusive in the Price Bid quoted by Bidders for the purpose of comparison and evaluation. Bidders are required to quote the tariff on a firm basis, and no price variation on any account shall be considered,” the tender noted.
