PFC Seek Bids To Evacuate 3 GW of Renewable Energy From Gujarat PFC Consulting released a tender requesting proposals for the selection of a transmission service provider through a tariff-based competitive bidding process. The tender invited bids to establish an inter-state transmission system to evacuate renewable power from Raghanesda, Gujarat, for 3GW under phase I. PFC set the 19th of November as the last date for bid submission. Under the scope of the work, the PFC tender mandates the developer to “Establish, operate, and maintain the project on a build, own, operate, and transfer basis, and complete all the activities for the Project, including survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances, and permits (way leave, environment and forest, civil aviation, railway/road/river/canal/power crossing/PTCC, etc.), land compensation, design, engineering, equipment, material, construction, erection, testing, and commissioning.”The tender also mandates the bidder to, “Further, the actual location of Greenfield substations (Switching Stations or HVDC Terminal or Inverter Stations) for a generation pooling substation and for load-serving substations within the scope of TSP is expected to be not beyond a 3 km radius of the location proposed by the BPC in the survey report. However, the actual location of any Greenfield intermediate substations in the scope of TSP should be not be beyond a 10 km radius of the location proposed by the BPC in the Survey Report.”Additionally, the bidder is expected to undertake the tasks in this regard as specified hereunder:1. Provide to the Bidders a Survey Report for the Project at least forty-five (45) days before the Bid Deadline. The Survey Report is expected to include the suggested route with approximate route length, type of terrain likely to be encountered, and its likely implications in terms of Right of Way (ROW), statutory clearances, location of substations or converter stations, and the land area to be acquired for the substation or converter station. 2. Obtain approval for laying overhead transmission lines under Section 68 of the Electricity Act from the Government at least twenty (20) days before the Bid Deadline. Initiate the process of seeking forest clearance, if required. 5. The BPC is expected to intimate to the Bidders the acquisition price payable by the selected bidder to PFC Consulting Limited for the acquisition of one hundred percent (100%) of the equity shareholding of SPV [which is under incorporation], along with all its related assets and liabilities at least twenty (20) days before the Bid Deadline.6. The BPC is expected to ensure the issuance of all finalized RFP Project Documents at least 15 days before the Bid Deadline.
