OREDA Issues Tender, Seeking EPC Contractors For PM-KUSUM

Odisha Renewable Energy Development Agency (OREDA) has issued a tender seeking EPC contractors to take up solarisation works under PM-KUSUM scheme. As per the mandate, the state nodal agency is seeking companies who can take up the works under the Component-A of the central government schene.

The OREDA tender said that the contractors need to identify the farmers or land owners for leasing land for PM-KUSUM Component A where decentralized solar projects could be set up. Under the mandate of the sub scheme of PM-KUSUM, farmers or land owners can lease out their land for hosting solar projects, ensuring solar power generation and income to the farmers at the same time.

The tender said that the companies involved need to take care of EPC related works, collaborate with the farmers and landowners. They also need to ensure installation of the solar projects on these sites., The OREDA tender said that the companies need to also take care of the Operations and Maintenance (O&M) of these systems for a period of 10 years. These solar projects will be grid-connected. These proposed solar projects will be connected with the transmission systems at the local substations.

Project Capacity:

The tender mentioned, “The projects will be installed at a single location or multiple sites, each with a capacity of 2 MW. The initial total cumulative capacity is capped at 20 MW, though OREDA reserves the right to increase or decrease the total capacity. OREDA may also decide the capacity allocation at a single or multiple sites at its own discretion.”

OREDA in its tender mandates the use of the latest “Approved List of Models and Manufacturers (ALMM)” approved by MNRE for the project. “ The process includes identifying a new farmer/land owner and assist the eligible landowners/farmers to execute the land lease agreements (LLA) with OREDA and ensuring smooth collaboration for development of the grid interactive solar power plant project under PM KUSUM A initiative.,” the tender read.

With increasing mandate and requirement about reduction of carbon footprint, OREDA is assisting other state departments in planning and implementing the decarbonization strategies. It also provides technical and financial support for initiatives like the PM-KUSUM Scheme and the solarization of agricultural pumps PM-KUSUM Scheme and the solarization of agricultural pumps.

Bidder Requirements:

OREDA in its tender explained, “The Bidders must have prior experience in developing and commissioning solar photovoltaic (SPV) grid-connected power plants with a minimum capacity of 5 MWp. At least one of these plants must have a capacity of 1 MWp or higher and must have been in successful operation for at least three months prior to the EoI submission date.”
