In a bid to increase Odisha’s solar capacity, Odisha Renewable Energy Development Agency (OREDA), the state nodal agency, recently released a tender to develop a 4 MW on-grid rooftop solar system battery backup. OREDA has invited bids until January 27, 2025.

Scope Of Work

According to the scope of work, the bidder will be responsible for designing, engineering, installing, and undertaking comprehensive maintenance of the rooftop solar project for five years. The rooftop project includes an on-grid system with a battery backup for up to 4 MW capacity across various locations in Odisha. The project will be developed on a rate contract basis for a year from the date of the empanelment order.

The tender document stated, “The bidder will undertake the EPC activities, including comprehensive maintenance for five (5) years of the Rooftop Solar PV (on-grid with battery system) with a cumulative capacity of up to 4 MW in various locations and capacities across Odisha on a rate contract basis.”

The document outlined specific qualifications for bidders. For instance, the tender mentioned, “The bidders should have experience in operations across India and must have successfully completed projects with a total capacity of at least 500 kW.” For bidders registered in Odisha, the document stated, “The rooftop solar/ground-mounted solar on-grid/off-grid solar project.”

The OREDA tender also specified certain plant performance evaluations, stating, “The successful bidder will be required to meet minimum guaranteed generation at the time of commissioning and maintain the related Capacity Utilization Factor (CUF) as per the GHI levels of the location during the O&M period. A minimum CUF of 14% must be maintained for five years.” The tender document provided different CUFs based on capacities, mentioning, “For a 1 kWp solar plant, the expected generation at a 14% CUF would be 1,226.4 kWh/year. For a 5 kWp plant, it is 6,132 kWh/year, and for a 10 kWp plant, the expected generation is 12,264 kWh/year.”
