NTPC Vidyut Vyapar Nigam Limited (NVVN), a subsidiary of the NTPC has now issued a tender seeking EPC players to develop rooftop solar projects of the company. NVVN, has planned to develop several rooftop solar projects across India on government and private buildings.

The tender mandated developing these projects and also taking care of Operations and Maintenance (O&M) of these projects for the initial 10 years.

“NVVN intends to go ahead for Selection & Discovering of L1 rates for EPC Contractors for Design, Engineering, Supply, Construction, Erection, Testing, Commissioning and 10 years O&M of Grid Connected Rooftop Solar PV Projects across India. The validity of the selection, empanelment of Rate contract of EPC Contractors at L1 rates discovered shall be nine months from the date of issue of Intimation/Selection by NVVN to said Contractors with a provision for extension of further period of 3 months,” the tender read.

NVVN has planned to finance these projects through external commercial borrowings, domestic commercial borrowings and using its own sources. The company has asked a for bid security of Rs 20 lakhs for this project. The tender said that the bidding should be done region-wise for this category (above 1000 Kw). There are 15 zones in the tender.

“Bidding shall be carried out for RCC roof for the capacity range 51 kW to 200 KW for fifteen different zones. The discovered price of RCC Roof (including O&M and GST) in a particular zone shall be multiplied by discount factor 0.96 to arrive at the price for installation at GI roof (including O&M and GST),” the tender read.

The tender talks about use of only mono-PERC solar panels with capacities either equal to or greater than 540 Wp. It also said that these modules must be procured through the listed ALMM module makers. The tender also has specified the minimum Capacity Utilisation Factor (CUF), based on the region the plant is supposed to be located. The tender said that that in most of the southern Indian states, Maharashtra, Goa, Gujarat the CUF should be 18% while the lowest CUF of 16% has be prescribed for Bihar, Jharkhand, West Bengal, Chandigarh, Haryana and Punjab
