NTPC Vidyut Vyapar Nigam Calls for Bids for 21-MW Solar Power Projects

Energy conglomerate NTPC (National Thermal Power Corporation) has issued a tender for the power evacuation Infrastructure package under development of 4750 MW solar park at Khavda, Gujarat. 

NTPC owned subsidiary NTPC Vidyut Vyapar Nigam (NVVN) has called for bids for the development of two solar power projects each having a capacity of 10.5 MW in Neemuch, Madhya Pradesh. As per the tender document released by the state owned power generator, Bhopal Municipal Corporation will provide the land for the solar power plants.

November 15, 2022 is the last date to submit bids and the tender will be opened the next day. The scope of work includes design, engineering, procurement, testing, commissioning, and liaising with other bodies along with documentation among other things required for the development of the project.

Tender bidders will also get to see the O&M of the solar project for three years. The AMC will be for 10 years.

The bid security is kept at Rs 2 crore. The successful bidder will also have to submit an amount equivalent to 3% of the contract price as performance security. The tender held that only enlisted bidders to develop floating or ground-mounted solar power projects between 10MW and 50 MW capacities can participate in the tender.

NTPC also said that the average annual turnover of bidders for the preceding three FYs should not be less than 1620.95 million on the bid opening date. Bidder’s net worth needs to be 100% of the paid-up share capital as of the last day of the preceding financial year.

The tender document requires only Class-l and Class-ll local suppliers to participate in the bidding. For Class-l local suppliers the local content should be 50% and for Class-ll it should be 20%.

The tender specifically held that non-local suppliers are not eligible to participate in the bidding process.

NTPC said that the solar power project must be completed within 12 months from the date of award. Solar modules to be installed at the project should be sourced through ALMM issued by the Ministry of New and Renewable Energy (MNRE). The modules should have warranty for linear degradation rate of power output except for the first year. The modules should have 80% of the initial rated power output at the end of 30 years.

NTPC also said that the minimum annual capacity utilization factor needs to be 23% during the contract tenure that should be achieved.

Recently, Sterling and Wilson Renewable Energy announced that it has bagged an order of Rs 2,212 crore from NTPC for its proposed 1,255 MWac/1,568 MWdc solar power project based at Khavda RE Power Park in Gujarat.
