NTPC REL Invites Bids For 1000 MW Wind Energy Project In Karnataka

NTPC Renewable Energy Limited (NTPC REL) has invited bids for the balance of the system package of an Inter-State Transmission System (ISTS)-connected wind energy project with a capacity of 1000 MW in Davangere Region in Karnataka under (Tranche-IV).

The NTPC-REL tender was mandated the bidders to take up the responsibility of detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and proving the guaranteed performance parameters. The government entity issued the tender for the installation of a wind farm starting from 33kV internal evacuation lines from the unit substation, pooling substation, central monitoring and control station (CMCS), wind monitoring mast(s), external EHV transmission line till ISTS substation, etc. (Supply, Civil Works and Installation of Wind Turbine Generators (WTGs), unit substations & SCADA is not in the scope of the Wind BOS Development package.)

The tender mentioned, “The project includes acquiring land for the offered wind farm project, all roads, storage area, pooling sub-station, etc. The offered wind project by the bidder is to be compatible with the installation of any WTG of size ranging from 3.0 MW to higher WTG Machine size as available in the market. These WTG machines are to be RLMM listed.”

The project is to be developed with a three years comprehensive operation and maintenance of the complete system under the wind BOS development package. The scope of the project included pooling substation, internal and external transmission system along with supply of all spare parts, consumables, repairs/ replacement of any defective equipment, and payment of applicable charges levied by the respective state govt. etc.

The period of downloading of bidding documents is from 24.06.2024 to 03.07.2024.  The pre-bid conference and last date for receipt of queries from prospective Bidders – 04.07.2024 The last date and time for receipt of bids comprising both techno-commercial bid and price bid – 15.07.2024 15:00. The date and time of opening of techno-commercial bid – 15.07.2024 15:30:00. The cost of bidding documents is Rs. 22,500. 

TECHNICAL CRITERIA

The document mentioned, “The bidder is expected to have executed/ got executed following works for wind project(s) of cumulative capacity 40 MW or higher, out of which at least one wind project should be of 10 MW or higher capacity. It includes (a) Arrangement of land for the Wind Energy Project And (b) Micro-siting of Wind Turbine.”

Other qualifications mentioned in the document are, “The bidder should have executed at least grid-connected solar PV projects/ solar parks or wind projects/ wind parks or a combination thereof, with a cumulative capacity of 100MW or higher, out of which at least one project/ park is to be of 50 MW or higher capacity. The project also includes (a) Arrangement of land for the Project/ Park. And obtain technical feasibility approval for power evacuation through STU/ ISTS substation.”

The bidder is expected to be a developer of grid-connected Wind Power Plant(s) of a cumulative installed capacity of 40 MW or higher. Out of which at least one plant should have been of 10 MW or higher capacity at a single location. The reference plant of 10 MW or higher capacity must have been in successful operation for at least Six (06) Months prior to the date of the techno-commercial bid opening.

FINANCIAL CRITERIA

The NTPC REL tender said that the average annual turnover of the Bidder should not be less than the financial figure as mentioned in the table below during the preceding three (3) financial years as of the date of the techno-commercial bid opening:
