(NTPC-REL) recently issued a tender to commission a land and power evacuation system for a 1000 MW solar PV project in the Mandsaur region of Madhya Pradesh, with the bid submission deadline set for 11th September 2024. The tender mandates that bidders meet certain criteria for land-related works. The detailed scope of work for the selected bidder includes arranging government/private land (5 acres/MW) on a freehold/leasehold basis near the Mandsaur Pooling Substation (ISTS), Madhya Pradesh. The brief scope of work stated, “Necessary approach road to the Pooling Substation, including any interconnection between plots (if not readily available) by self or through state machinery.” For the topographic survey of land parcels, the tender specifies, “Any cutting/filling with 95% compaction as per standard Proctor density test, to maintain an average slope of 10% for Solar Project Land for the installation of tracker-based MMS. (The tracker system is not included in the bidder’s scope). It mentions that the bidder is expected to arrange grid connectivity with the ISTS substation in Mandsaur, Madhya Pradesh. It also assigns associated civil work for the substation, including the control room building and pooling switchgear building. According to the NTPC tender, “The design and construction of an EHV transmission line from the Pooling Substation to the ISTS Substation must follow technical specifications and relevant standards, including arranging for the “Right of Way” of the transmission line. The scope also includes designing and constructing a terminal bay at the ISTS end and implementing a telemetry system for data communication as per specifications.” Furthermore, the tendre stated, “The bidder is expected to install a common power plant controller (Main and Sub-PPCs) and conduct a grid compliance study for the solar plant capacity associated with the above pooling substation.” As per the tender document, “The bidder is expected to ensure the supply and installation of various monitoring systems associated with the tie transformers. It is also mandated to ensure the supply of mandatory spares.
