New Okhla Industrial Development Authority (NOIDA) has issued a tender, seeking developer(s) for the commissioning of 2.6 MW (ac) rooftop solar plants under RESCO model at pre-identified buildings of NOIDA. The scope of work for the selected bidder(s) will include the design, engineering, procurement and supply, erection, testing and commissioning of the rooftop solar systems. The developers will have a period of 180 days to complete the work on the project, after which they are to provide comprehensive operation and maintenance services for the plants for a period of 25 years. The solar modules to be used in the project should be made in India, and the total solar array capacity should not be less than the allocated capacity (kW). It should comprise solar crystalline modules of a minimum of 300 Wp and above wattage. The last date for bid submission is March 11, 2021, and the techno-commercial bids will be opened on March 12, 2021. The estimated cost of the tender is Rs 10.4 crore and all bidders are required to submit an Earnest Money Deposit of Rs 20.4 lakh along with their bids. To be eligible for participating in the bidding process, the bidder must have experience in design, supply, installation & commissioning of solar plants and solar systems under RESCO Mode of cumulative capacity not less than 2.6 MWp in the last 7 financial years. Furthermore, the firm must have a minimum annual turnover of Rs 1.3 crore during the previous financial year, i.e. FY 2019-20. It has been clarified that the metering of the rooftop solar system under this scheme would be the responsibility of the bidder in accordance with the prevailing guidelines of the concerned Discoms and NOIDA E/M department. NOIDA could facilitate connectivity; however, the entire responsibility lies with the bidder only. In August 2020, NOIDA had issued the RfP for the commissioning of rooftop solar PV power projects worth 10 MW (ac) on the RESCO model at identified buildings of NOIDA.
