NIWE Seeks Bids To Refurbish Old 120m Mast For Wind Project wind turbine

The National Institute of Wind Energy (NIWE) has now planned to refurbish old wind turbines of 120m mast at Kayathar within a year. Wind masts are used in wind turbines to monitor wind speeds and directions at heights much above the ground. NIWE’s recent tender invited bids for the refurbishment of a 120m mast at Kayathar for one year. The end date for the bidding is October 22, 2024.

To develop wind turbines in Tamil Nadu, NIWE tender has offered an Earnest Money Deposit (EMD) exemption to bidders. Under the Micro and Small Enterprises (MSE) category, only manufacturers of goods and service providers are eligible for the EMD exemption. However, traders are exempted from this policy. The tender further offered MSME bidders exemptions from the “Bidder Turnover” and “Experience Criteria” requirements. Additionally, Original Equipment Manufacturers (OEMs) of the offered products are exempted from the “OEM Average Turnover” criteria, provided they meet the required quality and technical specifications.

The NIWE tender for Tamil Nadu set Rs 16 Lakh as the minimum average annual financial turnover requirement for the bidder over the last three years, ending on March 31st of the previous financial year.

Required Years Of Past Experience:

The tender stated, “The purchase preference will be given to Micro and Small Enterprises (MSEs) as defined in the Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012, dated March 23, 2012, issued by the Ministry of Micro, Small and Medium Enterprises, and its subsequent orders/notifications issued by the concerned ministry. If the bidder wants to avail themselves of the purchase preference for services, they must be the service provider of the offered service. Relevant documentary evidence in this regard must be uploaded along with the bid for the offered service.”

Additionally, the tender also stated, “If L-1 is not a Medium Scale Enterprise (MSE) and MSE service providers have quoted within L-1 + 15% of the price band as defined by the relevant policy, 100% of the order quantity will be awarded to the MSE bidder, subject to their acceptance of the L-1 bid price.”

The buyers are advised to refer to OM_No.1_4_2021_PPD_dated_18.05.2023 for compliance with the concurrent application of the Public Procurement Policy for Micro and Small Enterprises Order, 2012, and the Public Procurement (Preference to Make in India) Order, 2017. Benefits for MSEs will only be allowed if the credentials of the service provider are validated online in the GeM profile and approved by the buyer after evaluation of the submitted documents.
