NIWE E-tender for Hybrid Roof-Top 100 kW at Chennai, Tamil Nadu By Saur News Bureau/ Updated On Fri, Jun 17th, 2022 Highlights : The National Institute of Wind Energy (NIWE) has floated a 100KW tender for Hybrid Roof-Top at Chennai in Tamil Nadu. All the solar PV modules should be Monocrystalline (PERC) modules. Bids will be opened on July 05, 2022, at 04:30 PM and the last date to submit the bid is July 04, 2022, till 04:30 PM. An independent R&D institution of MNRE, the National Institute of Wind Energy (NIWE) has floated a 100 KW tender for Hybrid Roof-Top at Chennai in Tamil Nadu. All the solar PV modules should be Monocrystalline (PERC) modules. Bids of this 100 Kw project will be opened on July 05, 2022, at 04:30 PM and the last date to submit the bid is July 04, 2022, till 04:30 PM. This hybrid roof-Top tender includes Design, Engineering, Supply, Construction, Erection, Testing, Commissioning, and Grid synchronization work and the power developer will also be responsible for O&M, Warranty, and Insurance for 5 years. The overall scope of the work of this 100 kW hybrid roof-Top project has to be completed within 60 days from the date of issue of purchase ORDER /LOA. Within one week, the successful bidder will have to send his Order Acceptance of the LOI/PO. On receipt of acceptance, a contract may be required to be signed between NIWE and the successful bidder. Awarded bidder will have to submit the performance security amount within 10 days of receipt of the notification of award/PO & the Supplier shall furnish performance security (PS) in the amount specified in SCC, valid till 60 days after the warranty period. The average annual turnover of the bidder in the preceding three financial years as of the bid opening date shall not be less than 25 Lakhs (Scanned Copy of Certificate to be uploaded). The bidder should have the completed projects related to the supply, installation, and commissioning of a solar photovoltaic power plant in the last five years which should meet either one of the following: Three similar completed projects/works, each costing not less than 30 Lakhs (or) Two similar completed projects/works, each costing not less than 40 Lakhs (or) One similar completed project/work costing not less than 60 Lakhs. The bidders should have completed at least five projects in the area related to the supply, installation, and commissioning of a solar photovoltaic power plant in the last five years ending in the last financial year. Bidders who are registered with the National Small Industries Corporation (NSIC), such as Micro/ Small/Medium Enterprises and Companies, will be free from prior turnover and experience, as long as they meet the quality and technical standards. All part payments will be released against a bank guarantee (valid up to five years from the date of commissioning). The terms of EPC amount payment shall be: NIWE Re-tenders for 1 MW Solar Plant at Madurai Kamaraj University Also Read After receiving the entire PV Modules, Module mounting structure, and balance of materials at the site, 30% of the EPC fee must be paid. 25% of the EPC amount shall be paid after the completion of the PV Module with module mounting structures (MMS) and receipt of inverters, energy meter, and AC & DC Combiner box and balance of materials at the site. After DC side wiring, including the installation of String Combiner Boxes (SCB)/ Array Junction Boxes (AJB), DC & AC Cabling, and Inverter Installation, 20% of the EPC fee must be paid. 15% of the EPC amount shall be paid on the successful commissioning of the PV Power Plant. The remaining 10% will be paid after the bank guarantee for performance security is submitted, and will be disbursed at the end of the five years following the date of commissioning. If the PR calculated every year (during the first five years) of the PV Plant is less than 78%, a penalty of 1% of the EPC amount for every 1% reduction in PR will be imposed from the 10% of the EPC amount available with NIWE. The payment shall be made within 30 days of receipt, inspection, testing, and certification of all the necessary materials by the Project Manager (In-charge) of The National Institute of Wind Energy. Cost of Bidding Regardless of the conduct or conclusion of the bidding process, the Bidder shall incur all costs related to the preparation and submission of its Bid, negotiation, discussion, and so on, and the Owner shall not be responsible or liable for these costs. The terms of O&M amount payment shall be: O&M amount shall be paid after the satisfactory completion of every one year from the date of commissioning for 5 years. O&M procedures and payment will be verified by an O&M agreement signed by the Owner and the successful Bidder. Any loss of data measurements affecting PR calculations for more than 50 solar hours (sunrise to sunset) in a year, the penalty will be levied as per the following loss of hours. 50-100 Hours -1% of O&M amount for that year 100-150 hours- 3% of O&M amount for that year >150 hours- 5% of O&M amount for that year A penalty of 1% of the overall EPC cost for 90 days, up to a maximum of 5% of the total EPC cost beyond 120 days from the date of issuance of the work order, will be charged for delays in the delivery, installation, and commissioning of the PV power plant beyond 60 days of the project duration. If the selected Bidder fails to complete the first 30 days of scheduled work, NIWE has the right to terminate the contract and pursue other remedies as necessary. The proposals shall remain valid for a period as mentioned in the Special Conditions of the contract or 120 DAYS, from the date of opening of Bid, whichever is later. At their own expense, the winning bidder will be responsible for obtaining any necessary insurance coverage up to the delivery site of the equipment/until they successfully hand over the equipment to The National Institute of Wind Energy. Any loss or damage caused by incorrect packing during shipping, handling, or storage will be the responsibility of the successful bidder.
