NHPC Issues Tennder To Develop Rooftop Solar In Northeast National Hydroelectric Power Corporation (NHPC), on behalf of NHPC Renewable Energy Limited (NHPC REL), recently released a tender for a rooftop solar project. These projects are also located for various departments, including Law, Justice and Parliamentary Affairs, Jal Shakti, Irrigation & Flood Control, Forest, Ecology & Environment, and Home, in the union territory (UT), Jammu and Kashmir (J&K), through Jammu & Kashmir Energy Development Agency (JAKEDA) in RESCO Mode. NHPC REL has sought bids by February 21, 2025. The NHPC REL tender further stated, “The Scheduled Commissioning Date (SCD) for the full capacity of the project shall be nine months from the Effective Date of the PPA. The maximum period allowed for commissioning the full project capacity, with applicable liquidated damages, shall be limited to three months from the SCD or the extended SCD.” The tender also outlined the service/project management (PMC) charges: “The evaluated lowest bidder (L1) shall pay charges @ Rs. 1,485/kW plus applicable taxes to NHPC/NHPC REL towards project management charges (PMC). The service charges will be calculated on the total project capacity for which PPAs are signed by the RTD. These charges will be payable in two installments as follows: (i) 50% to be paid within 30 days of issuance of LOAs by NHPC/NHPC REL, and (ii) The remaining 50% to be paid to NHPC/NHPC REL prior to signing the PPA. In case of any reduction/addition in the total project capacity for which PPAs are executed, the second installment of 50% will be adjusted suitably. No interest shall be payable by NHPC/NHPC REL to RTD in case of a refund of excess service/PMC charges deposited by the RTD. Additionally, the tax component of the excess service/PMC charges deposited by the RTD shall not be refunded.” Scope Of Work The tender stated, “The commissioning period would be nine months from the date of signing the PPA. The net worth of the bidder should be positive in at least two financial years out of the last three financial years, with the condition of positive net worth in the immediately preceding financial year.” brief scope The brief scope of work mentioned in the tender includes, “The final plant capacity will have a tentative capacity of (a) Rooftop Solar Capacity: 34.67 MWac under three categories. Category-1 is for systems (>= 5kW to < 20kW) with an estimated rooftop potential of 9,005.37 kW for 980 buildings. Category-2 is for systems (>= 20kW to < 100kW) with an estimated capacity of 11,965.31 kW. Category-3 is for systems (>= 100kW and above) with an estimated potential of 13,701.91 kW for 64 buildings.
