NHPC has issued a tender for hiring of consultants for the technical assistance and preparation of DPR of Floating Solar Projects of 100 MW capacity in Rengali Reservoir in Odisha. In the first phase, a 100 MW floating solar plant shall be developed in the Rengali reservoir of Odisha. In this context, the vendor will prepare a Detail Project Report (DPR) in line with the standard format issued by MNRE, including additional studies related to floating solar for the proposed plant. As per the tender, only those bidders who have been issued the NIT are eligible for participation in the tendering process. The bids of those bidders who have not been issued the NIT shall not be considered for evaluation. The consultants will need to analyse the change in water surface area based on a GIS-study of satellite collected data and also identify the patches of the reservoir which are suitable for the installation of the floating solar project at the reservoir. Assessment and calculation of the Solar PV Capacity that can be installed on the site location. And, the shading analysis and its impact on the solar system design also needs to be analysed, amongst multiple other duties and test all of which must be mentioned in the DPR. The last date for bid submission is September 24, 2020, for online bids and September 28, 2020, for offline bids. The technical bids will be opened on September 28, 2020. The date and time of opening of the price bids will be intimated later to the bidders whose techno-commercial bids will be found responsive. NHPC Signs MoU With GEDCOL to Develop Floating Solar Projects in Odisha Also Read All bidders are required to submit an Earnest Money Deposit (EMD) of Rs 55 thousand along with their bids. However, Micro & Small Enterprises (MSEs) Units registered with the NSIC under multiple schemes or boards will be exempted from furnishing the Bid Security deposit/ EMD. Furthermore, startups as recognized by the Department of Industrial Policy & Promotion (DIPP) are also exempted from furnishing the Bid Security/ EMD. MSEs will also be eligible for the purchase preference in the tender. Participating MSEs quoting price within the price band of L1+15 percent shall also be allowed to supply a portion of the requirement by bringing down their price in a situation where the L1 price is from someone other than an MSE and such MSEs shall be allowed to supply at least 25 percent of total tendered value. In case more than one such MSEs, the supply will be shared proportionately (to tendered quantity). In July, NHPC had inked a Memorandum of Understanding (MoU) with the Green Energy Development Corporation of Odisha Limited (GEDCOL) to form a joint venture for developing floating solar energy projects in the state of Odisha with an initial capacity of 500 MW. The two entities may collaborate and cooperate to form a joint venture company (JVC) to plan and develop techno-commercially feasible floating solar power projects of 500 MW in Odisha under the UMREPPs (Ultra Mega Renewable Energy Power Parks) scheme of the Ministry of New and Renewable Energy (MNRE), in a phased manner, preferably in packages of 50 MW each.
