NHPC, on behalf of its renewable energy arm NHPC Renewable Energy Limited (NHPC REL), issued a tender to develop a rooftop solar project across various Central Ministries. It’s accepting bids till March 3, 2025.

The NHPC REL tender, in its brief scope of work, mentioned: “The solar Photovoltaic (PV) installation at various locations on government buildings of allocated central ministries in RESCO mode. The project would be located in a shadow-free area in such a way that generation is maximized. The rooftop solar project has a tentative capacity of 24.22 MWac, spread across 25 states/UTs.”

Scope Of Work

The tender further stated: “The cells and modules used in the project shall be sourced only from the models and manufacturers included in the ‘Approved List of Models and Manufacturers’ as published by MNRE and updated as of the date of commissioning of the project.”

The NHPC REL tender also supports the creation of a Module Mounting Structure (MMS) and states: “Supply, installation, erection, and acceptance of the module mounting structure (MMS) with all necessary accessories, auxiliaries, and spare parts shall be in the scope of work.”

The project would be implemented on allocated Central Government buildings of various Ministries in RESCO mode under the PM Surya Ghar: Muft Bijli Yojana (PMSG MBY). The tender specified that the project is expected to be commissioned within nine months from the date of signing of the PPA for Normal Category States and 12 months from the date of signing of the PPA for Special Category States.

The tender also sets financial criteria, specifying the required turnover for bidders on a state/UT-wise basis, calculated as the average annual turnover in the preceding three years. It defines financial criteria for both Normal Category and Special Category States. The tender mentioned: “Bidders are expected to have a turnover of not less than Rs. 18,000 per kW for Normal Category States and Rs. 14,850 per kW for Special Category States.”
