Photo: Pexels Indian public sector hydropower company NHPC has invited bids for wind power projects for a contracted capacity of 1200MW from Inter-State Transmission System (ISTS) connected Wind Power Projects under Tariff Based Competitive Bidding (TBCB) that will be conducted online. The last date for the submission of the bid is 28th February 2024 and the opening date is 4th March 2024. After the conclusion of the bidding process, NHPC will enter into a Power Purchase Agreement (PPA) with the selected bidders, based on this RfS for the purchase of Wind power for 25 years from the Scheduled Commencement of Supply Date (SCSD) of the project. A total capacity of 1200 MW will be awarded under ISTS in the states of Madhya Pradesh, Maharashtra, Telangana, Karnataka, Andhra Pradesh, and Tamil Nadu. According to the tender by NHPC, the Wind power produced by the selected WPDs from their respective Wind Power Projects will be purchased by NHPC and will be sold to the State Utilities/ Discoms/any other Beneficiaries on pan India basis. The minimum project size will be 50 MW and in multiples of 10 MW thereafter under the OPEN category. The cumulative capacity offered by a single bidder including its Parent, Affiliate, or Ultimate Parent, or any Group Company should not exceed 600 MW which is 50 percent of the cumulative category of the project. The bidders will be short-listed by the process of e-bidding. The developers selected will have to setup the wind power projects on Build-Own-Operate (BOO) basis. The developer will also have to set up the Wind Power Project(s), including the dedicated transmission network up to the interconnection/delivery point, at its own cost and in accordance with the provisions of this RfS document. Only commercially established and operational technologies can be used to minimize the technology risk and to achieve the timely commissioning of the projects, the tender read. Furthermore, developers who have already commissioned Wind Power Plants or are in the process of constructing such plants and have untied capacity for interconnection within the Indian States may also participate in the bid.
