MSPGCL Invites Bids To Manufacture & Supply 750 MWp PV Modules Maharashtra State Power Generation Company Ltd. (MSPGCL) invited online bids to manufacture and supply solar PV modules of 750 MWp capacity. It invited bids for solar power projects under the MSKVY 2.0 scheme in Maharashtra under local competitive bidding from prospective bidders. MSPGCL invited online bids to manufacture and supply solar PV Modules for Solar Power Projects in Maharashtra, under local competitive bidding from prospective Bidders. The date for acceptance of the tender fee by MAHAGENCO and the date to download the tender document is 18th March 2024 at 3 PM. The pre-bid conference (only for the bidders who purchased the bid document) is to be on 5th April 2024 at 11 AM. The last date of acceptance of queries/comments from bidders is 12th April 2024 at 5 PM The tender mentioned, the issue of the amended bid document to be on 26th April 2024 at 5 PM. The last date for the online sale of bid documents is 2nd May 2024 at 6 PM. The last date for submission of online Bids is 3rd May 2024 at 12.00 Hrs. The tender also mentioned that the last date of submission of physical support documents is to be 3rd May 2024 at 4 PM. The due date for opening of techno-commercial bids is mentioned to be 3rd May 2024 at 4.30 Hrs. The due date for the opening of the price bid is to be intimated later. The minimum capacity allocated to the bidder is to be 50MWp and in multiples of 50MWp. The maximum allocation to a single bidder is 300MWp. The document stated, “The bidder should have manufactured and supplied solar photo voltaic (SPV) modules of cumulative capacity of 40MWp or above. Out of which at least one such supply order is to be for a project of 10 MWp or above capacity. Such a project is expected to be successfully operational for at least one year from the commercial operation Date (COD). Before the date of the techno-commercial bid opening. It further added, “The Bidder should be a solar PV module manufacturer and listed in the latest list of ALMM published by MNRE. The bidder should have a fully automatic working solar PV module manufacturing facility and should have minimum yearly production capacity and bidding capacity as below.” The tender stated the financial criterion, “Bidder is expected to have a net worth as on the last day of the preceding financial year not less than 100% (hundred percent) of bidder’s paid-up share capital. In case the bidder does not satisfy the net worth criteria on its own, it can meet the requirement of net worth based on the strength of its subsidiaries and/or holding company and/or subsidiaries of its holding companies wherever applicable.” It further added, “The net worth of the bidder and its subsidiaries and/or holding company and/or subsidiaries of the holding company, in combined manner should not be less than 100% of their total paid-up share capital. However individually, their net worth is to not be less than 75% of their respective paid-up share capitals.” The tender also mentioned, “The bidder should have an annual average turnover for the last three financial years, ending on 31st March of the last financial year.
