MPUVNL Invites RFP for 35 MW of Grid-Connected Rooftop Solar Plant

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited a Request for Proposal (RFP) for 35 MW of grid-connected rooftop solar plants. These 35 MW rooftop solar PV system under the RESCO Model would be installed at various locations in Madhya Pradesh.

The last date to submit the bid is August 23, 2022, till 6:00 PM. Bids will be opened on August 25, 2022, at 11:00 AM.

This MPUVNL 35 MW solar tender includes the scope of work in Design, Engineering, Supply, Financing, Installation, Testing, and Commissioning along with Comprehensive Operation & Maintenance for 25 Operational Years.

For participating in this grid-connected rooftop solar tender bidding process, each interested bidder will have to pay Rs. 10,000/- (+ applicable GST) as a tender fee amount, which is non-refundable. Bidders placing a Bid for more than one Project Group could furnish single Bid Security of value equivalent to the sum of the Bid Securities required for each Project Group in which the Bidder is participating. 

Bidder or Consortium shall be ineligible for participation in this Request for Proposal in the following cases: 

If Bidder or any member of the consortium has not performed satisfactorily in the Work Order(s) of Nodal Agency, leading to the cancellation of Work Order(s) of value more than or equal to five percent (5%) of the cumulative value of Work Order(s) awarded to them in last five (5) Years. An undertaking in this regard shall be submitted by the Lead Bidder on his letterhead, duly signed by the authorized representative of the bidding entity.

If Bidder or any member of the consortium is involved in litigation or arbitration with Nodal Agency arising out of work completed or under execution by it, of value more than or equal to five percent (5%) of the cumulative value of Work Order(s) awarded in last five (5) Years. An undertaking in this regard shall be submitted by the Lead Bidder on his letterhead, duly signed by the authorized representative of the bidding entity. 

The Bidder should have either a minimum Net Worth of Rs. twenty-five (25) lakhs per MW or a Turnover of Rs. one crore per MW of connected rooftop Solar PV Project for Project Group for participating in this grid-connected rooftop solar tender. In case a Bidder is submitting a bid for two or more Project Groups, then financial requirements shall be met on a cumulative basis by adding an individual financial requirement for each Project Group for which the Bidder is participating. The net worth or Turnover of the interested bidder should be positive.
