MPUVNL Invites RFP for 15 MW of Grid-Connected Rooftop Solar Plant

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited a Request for Proposal (RFP) for 15 MW of grid-connected rooftop solar plants. These 15 MW rooftop solar PV systems under the RESCO Model would be installed at various locations in Madhya Pradesh.

This MPUVNL 35 MW solar tender includes the scope of work in design, engineering, site development, manufacture, inspection at supplier’s works, supply, insurance, transport, storage, erection, testing & commissioning. The scope of work also includes operation & maintenance (O&M) for 25 operational years.

For participating in this grid-connected rooftop solar tender bidding process, each interested bidder will have to pay Rs. 10,000/- (+ applicable GST) as a tender fee amount, which is non-refundable. Bidders placing a Bid for more than one Project Group could furnish single Bid Security of value equivalent to the sum of the Bid Securities required for each Project Group in which the Bidder is participating. 

If Bidder or any member of the consortium has not performed satisfactorily in the Work Order(s) of Nodal Agency, leading to the cancellation of Work Order(s) of value more than or equal to five percent (5%) of the cumulative value of Work Order(s) awarded to them in last five (5) Years. An undertaking in this regard shall be submitted by the Lead Bidder on his letterhead, duly signed by the authorized representative of the bidding entity.

The bidders must have experience in the same kind of work with ground-mounted solar power projects connected to the grid within the previous five years. The projects must comprise transmission line construction, switchyard/substation bay, design, supply, installation, testing & commissioning, operation, and maintenance of grid-connected solar power plants. 

The minimum annual turnover for the last three financial years, the requirement for prospective bidders to participate in the bidding process at least shall be calculated as follows:

4.0 Cr. X Capacity in MW bidder is bidding X 0.7 = X Cr. 

The net worth of the bidder during the last Financial Year shall be positive, wherein the net worth shall be calculated as follows:

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses)
