In the wake of alleged fraudulent claims of Domestic Content Requirement (DCR) by a few solar module manufacturers, the Ministry of New and Renewable Energy (MNRE) has come up with a dedicated website to track and verify the DCR claims of Indian solar module manufacturers. 

DCR compliance is mandated in several government projects like the government’s PM KUSUM scheme or PM Surya Ghar scheme and others. The new mandate is now applicable for all the Indian solar module makers who are into the business of supplying DCR modules and enlisted under the Approved List of Module Manufacturers (ALMM). 

“An online portal has been developed by Solar PV Manufacturing associations in consultation with the Ministry of New & Renewable Energy (MNRE). The objective of the portal is to ensure the traceability of domestically manufactured solar PV cells and modules and help in verification of Domestic Content Requirement (DCR) in solar PV modules deployed in the country. The portal has been hosted on the website of National Institute of Solar Energy (NISE) and can be accessed through the following link: https://solardcrportal.nise. res. In,” the notification from the MNRE read.

The ministry said that the portal has the facility of DCR verification through entry of unique serial number affixed to the solar modules. MNRE said that this portal will be used by the ministry for DCR verification in projects under the MNRE schemes which mandate DCR compliance.

The ministry has now asked all the module manufacturers to register with the website. The ministry has also warned the solar module manufacturers of actions in case of defiance. 

“Accordingly, all the ALMM enlisted solar PV manufacturers are hereby requested to register their solar PV manufacturing facilities on the said portal and start feeding the requisite data in it, as in future, the aforesaid portal shall be the exclusive mechanism for verification of DCR and in case any solar PV module which has been claimed by the manufacturer to be DCR compliant, fails in DCR verification through this portal, the concerned manufacturer may have to face actions as listed in MNRE’s O.M. No. 283/5/2018- GRID SOLAR dated 16.10.2023.,” the ministry notification read.
