MNRE Issued Revised Schedule of Quality Control Order of Solar Photo Voltaic Systems, Devices and Components Goods 2017 By Zulkarnain/ Updated On Mon, Jun 4th, 2018 The issues relating to products at Sl. No. 4 and 5 in the Schedule have been discussed with the stakeholders for the smooth implementation of this order, further amendments to the Schedule are hereby notified with an addition of item No 6 as per the principal order dated 5th September 2017, and para 2 of the notification published on 16th April 2018. The Ministry of New and Renewable Energy (MNRE) has issued a revised notification for implementation of the Solar Photovoltaics, Systems, Devices, and Component Goods (Requirement for Compulsory Registration under BIS Act) Order 2017. The Central Government had issued “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 “vide S.O. 2920 (E) dated 5 September 2017 for six products included in the Schedule with the date of coming into force with effect from 5th September 2018. And whereas, after having discussions with the various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced to 16th April 2018 vide S.O. 1602(E) published in Gazette of India on 16th April 2018 with dates of implementation indicated against each product in the Schedule annexed. And whereas, the issues relating to products at Sl. No. 4 and 5 in the Schedule have been discussed with the stakeholders for the smooth implementation of this order, further amendments to the Schedule are hereby notified with an addition of item No 6 as per the principal order dated 5th September 2017, and para 2 of the notification published on 16th April 2018. Whereas, considering the time taken for testing of the products at Sl. Nos. 1-5 mentioned in the Schedule annexed, the manufacturers in the case of SPV Module and Inverters may submit a self-certification that their products conform to the relevant Indian Standards or their IEC counterparts (including subsequent Standards, if any) along with proof of submission of samples to the laboratories with the expected date of completion of testing. Such relaxation shall be applicable until 30th June 2018. Provided that submission of samples would not be necessary along with self- certification under Clause 2 above in case the material for which self-certification is being done has been already IEC Certified. In such a case, it would be sufficient for the self-certification to be accompanied by the IEC certificate and test reports. Provided further, that in case of imported material for which self-certification is being given as per Clause 2 above, the self-certification may be given either by the manufacturer or the importer.
